Not trackedGambling in Gibraltar is a licensed activity, and since 1 April 2026 the statute that licenses it has been the Gambling Act 2025, which the Laws of Gibraltar service carries as Act No. 2026-04 and which replaced the Gambling Act 2005, now marked REPEALED on that service. Under the 2025 Act a licensing authority determines licence applications and a Gambling Commissioner, with the Gambling Division of HM Government of Gibraltar behind him, supervises licence holders. HM Government of Gibraltar's own regulatory pages still describe the repealed Act, so this page states the structure, quotes no section and names no licence holder.
The Legal Position
Gambling in Gibraltar is a licensed activity, and the statute that licenses it changed in 2026. The governing law is now the Gambling Act 2025, carried by the Laws of Gibraltar service as Act No. 2026-04 dated 23 March 2026 and brought into force by a Notice of Commencement on 1 April 2026, amended by a Gambling (Amendment) Act 2026 (2026-12) and carrying beneath it the Gambling (Duties and Licence Fees) Regulations 2026 (2026/065), the Gambling (Non-Remote Licence Fees and Duties) Regulations 2026 (2026/088), the Prediction Market Regulations 2026 (2026/176) and the Prediction Market (Fees and Duties) Regulations 2026 (2026/316). A prediction-market regime now sits under the same Act as the gambling licences. The Gambling Act 2005 that older guides name — including HM Government of Gibraltar's own regulatory-environment page, which has not been updated — is marked REPEALED on its own entry on the same service. Anything written about a live Gambling Act 2005 describes law that no longer applies.
Who Regulates It
Under the 2025 Act a licensing authority considers and determines licence applications, and a separate Gambling Commissioner, supported by the Gambling Division of HM Government of Gibraltar, supervises and regulates licence holders. Carrying on a regulated gambling activity in or from Gibraltar without a licence or an exemption is prohibited, and it makes no difference where the customer is. Beyond that structure this page does not say who issues which licence today: no section of the Act is quoted here, and the Gibraltar Licensing Authority named on HM Government of Gibraltar's own regulatory page cannot be restated as the current issuer on the strength of a page that still cites the repealed Act.
What the Government Publishes
The Finance, Gaming & Regulations section of the government site covers, in its own words, “the remote gambling and e-gaming laws and regulations, best practice, the Licensing Authority, customer privacy and data protection, taxation and complaints procedure.” No section of the gambling legislation is quoted on this page. Nor is any Gibraltar licence holder named: no register of current licence holders appears on any Gibraltar government page cited here, so this page names none rather than implying a list it has not seen.
Support
No gambling-specific helpline for Gibraltar could be established on a helpline operator's own site, and no number is published here as a result. Players who hold accounts with operators licensed elsewhere should use the support service named by the regulator of that market.

Support in Gibraltar
If gambling is causing you harm, there is help you can reach today. Gibraltar has no national gambling helpline to call. Gambling Therapy offers support to people anywhere rather than in one country, and it is reached online rather than by phone: its own site at https://www.gamblingtherapy.org/ sets out how to get in touch. Two national lines also take calls, and both are in the footer of every page here: the National Gambling Helpline, run by GamCare, on 0808 8020 133 in the United Kingdom, and the National Problem Gambling Helpline on 1-800-MY-RESET in the United States, which the National Council on Problem Gambling publishes at https://www.ncpgambling.org/help-treatment/, read on 21 October 2026. Each is a national line for its own country and may not connect from Gibraltar at all; Gambling Therapy is reached online and from anywhere.
