Lebanon licenses no online casino play, and its national police force treats online gambling as illegal and acts against it. The Internal Security Forces' Anti-Gambling Bureau reported arresting the members of a network operating illegal online gambling and betting in December 2025, and in a separate case circulated search notices against ten people for prohibited secret Paroli gambling games, manipulating race results and conducting illegal online betting. Land-based gaming is a single state concession: Casino du Liban states that it obtained Lebanon's exclusive gaming licence on 29 July 1957, opened on 17 December 1959, and enjoys a monopoly on all gaming activities on Lebanese territory under a licence granted by the Lebanese Government in 1959 and renewed on its re-opening in 1996 for 30 years until 2026. No article and no penalty is stated here, and nothing is said about a person who simply plays. No operator is listed for this market.

Online Casino Play Is Not Lawful, and the Police Act Against It

Lebanon licenses no online casino play, and the clearest official account of the position comes from the national police. The Internal Security Forces run a standing Anti-Gambling Bureau within their Judicial Police Unit, and they publish what it does. In a statement issued by the General Directorate of Internal Security Forces, the Bureau records that on 6 December 2025 it "received information about a network operating illegal online gambling and betting", that the network's activities extended to areas in North Lebanon and Hermel, that all of its members were arrested, and that on 8 December 2025 a man it describes as linked to one of the largest promoters of illegal online gambling was arrested in the Safir area. "Phones, computers, and electronic equipment used to manage the network were also seized."

A second case puts the same characterisation on the record. Search and investigation notices were circulated against ten named individuals "for engaging in prohibited secret “Paroli” gambling games, manipulating race results, and conducting illegal online betting activities", and "The accounts of all those involved with money transfer companies used for “Paroli” operations, betting, and illegal gambling activities were frozen."

That is a police force describing online gambling as illegal and prosecuting it, in cases it brought itself, and it is what this page's reading of the market rests on. What it is not is a citation of the statute: no article and no penalty is stated here. No operator is listed for this market.

One Concession, Granted in 1957

Land-based gaming is built around a single state concession. Casino du Liban states on its own site that its evolution began on 29 July 1957, when it obtained Lebanon's exclusive gaming licence, and that it first opened on 17 December 1959 at Maameltein. Under the heading Legal Status it describes itself as a Joint Stock Company - Concession with a fully paid capital of 32,400,000,000 Lebanese pounds. Its shareholder percentages are not reproduced here, because the figures the company publishes do not add up.

On the scope of its rights the company is explicit: it says it enjoys a monopoly on all gaming activities on Lebanese territory under the gaming licence granted by the Lebanese Government in 1959 and renewed on the re-opening in 1996 for 30 years until 2026. That is the company's own statement of its concession, quoted as such and not as a reading of Lebanese legislation. The company puts the end of the term at 2026, and no source read says whether it has since been extended, renegotiated or allowed to lapse, so nothing is asserted about the position after that.

What the Concession Does and Does Not Settle

The pages Casino du Liban publishes describe a venue: table games, slots, poker, dining and events, with opening hours, a dress code and an admission policy. No online or remote gaming product appears anywhere on the company's site, and no licence, permission or register for online casino play in Lebanon was found on any Lebanese government page. But a concession over gaming in a territory, stated by the concession holder, is not on its own a source on whether online casino play is licensed or prohibited — which is why the position above rests on what the police say they are enforcing rather than on the concession.

Nothing on this page addresses what a person in Lebanon does by playing at a site based elsewhere. The police statements describe action against the managers, members and promoters of gambling and betting networks, and against a man practising prohibited gambling on behalf of others. None of them addresses the individual player, so neither does this page, in either direction.

Responsible Gaming at the Concession Holder

Casino du Liban publishes a responsible gaming page which states that it adheres to local and international codes of conduct for responsible gaming, describes problem gambling as a compulsive disorder that leads to addiction, and puts the share of the adult population for whom gambling becomes an obsession at between 0.5 and 1.5 per cent. It lists internet gambling among the games that may cause a gambling problem. It publishes no telephone support line, and no Lebanese national gambling helpline was found, so none is recorded on this page.

What Is Available Instead

One land-based concession. Casino du Liban states that it obtained Lebanon's exclusive gaming licence on 29 July 1957, opened in 1959, and enjoys a monopoly on all gaming activities on Lebanese territory under a licence renewed on its re-opening in 1996 for thirty years until 2026. That is the company's own statement of its concession rather than a reading of Lebanese legislation; no online or remote product appears anywhere on its site, and no source read says whether the term has been extended.

Support in Lebanon

If gambling is causing you harm, there is help you can reach today. Gambling Therapy offers support to people anywhere rather than in one country, and it is reached online rather than by phone: its own site at https://www.gamblingtherapy.org/ sets out how to get in touch. Two national lines also take calls, and both are in the footer of every page here: the National Gambling Helpline, run by GamCare, on 0808 8020 133 in the United Kingdom, and the National Problem Gambling Helpline on 1-800-MY-RESET in the United States, which the National Council on Problem Gambling publishes at https://www.ncpgambling.org/help-treatment/, read on 21 October 2026. Each is a national line for its own country and may not connect from Lebanon at all; Gambling Therapy is reached online and from anywhere.
