Not trackedOnline casino play is not lawful in Chile. The Superintendencia de Casinos de Juego states that the commercial operation of online betting platforms is illegal in Chile, and that its own powers run only to games of chance inside legally authorised land-based casinos - it has no regulatory or supervisory authority over websites offering online gambling while the bill before the Senate remains unpassed. The land-based framework rests on Ley N 19.995, published on 7 January 2005, which created the Superintendencia. A bill to regulate online betting platforms, Boletín 14838-03, entered the Cámara de Diputados on 7 March 2022; as recorded on the Cámara's own tracking page, it is in its second constitutional stage in the Senate, approved in general on 13 August 2025 and referred to the joint Economía and Hacienda committees, with the latest recorded step dated 6 May 2026. It is a bill, not law.
The Legal Position
Online casino play is not lawful in Chile, and the regulator says so in its own words: "En nuestro país la explotación comercial de plataformas de apuestas en línea es ilegal." The reason is structural rather than specific to the internet. The Superintendencia de Casinos de Juego explains that "Dado que en nuestro país los juegos de azar constituyen una actividad económica que en principio es de naturaleza ilícita, sólo pueden funcionar excepcionalmente, aquellos autorizados por una ley específica, como es el caso de la Polla Chilena de Beneficencia S.A., Lotería de Concepción S.A., los hipódromos y los casinos de juego" - gambling in Chile is in principle an unlawful economic activity, and only those forms a specific statute authorises may operate. No specific statute authorises online casino play.
Who Regulates What
The land-based framework is Ley N 19.995: "La base de esta regulación es la Ley N°19.995, publicada el 7 de enero de 2005, que crea esta Superintendencia y establece las bases generales para la autorización, funcionamiento y fiscalización de casinos de juego en Chile." Decrees of the Ministerio de Hacienda fill in the operating permits, the Superintendencia's Consejo Resolutivo, the supervision of casinos and the homologation of gaming material, and the Superintendencia itself issues technical and operating instructions collected in its Catálogo de Juegos and Compendio de Normas.
That remit stops at the casino door, and the Superintendencia states the limit plainly: "A la Superintendencia le corresponde regular y fiscalizar el desarrollo de los juegos de azar al interior de los casinos de juego autorizados legalmente, por lo que en la actualidad – y mientras no se apruebe el proyecto de ley actualmente en tramitación en el Senado – no posee facultades de regulación ni fiscalización sobre sitios web donde eventualmente se estén desarrollando juegos de azar en línea" - its powers run to games of chance inside legally authorised casinos, and while the bill before the Senate remains unpassed it has no power to regulate or supervise websites offering online gambling. Chile therefore has no body that licenses or supervises online casino play, and none is named on this page.
The Bill Before Congress
A bill to regulate online betting platforms is in Congress and has not become law. The Cámara de Diputados' own tracking record for Boletín 14838-03 gives its title as "Regula el desarrollo de plataformas de apuestas en línea", its origin as a Mensaje from the Executive in the Cámara de Diputados, and its entry date as "lunes 07 de marzo de 2022". Its recorded state is "Segundo trámite constitucional". On 13 Ago. 2025 the Senate recorded "Discusión general. Aprobado en general" and "La Sala acuerda que el proyecto de ley sea conocido, en particular, por las Comisiones de Economía y de Hacienda, unidas." The latest step on the record, dated 06 May. 2026, is in the "Segundo trámite constitucional / Senado" and reads "Cuenta del Mensaje 65-374 que hace presente la urgencia Suma". Until it passes, the regulator's statement that commercial online betting platforms are illegal is the law as the regulator states it.
Minors
Ley 19.995 bars minors from the gaming rooms of authorised casinos, and the Superintendencia's voluntary self-exclusion is open to any person of full age.
What Is Available Instead
Lawful routes include Polla Chilena de Beneficencia S.A., Lotería de Concepción S.A., the hipódromos, and the land-based casinos authorised under Ley N° 19.995 and supervised by the Superintendencia de Casinos de Juego. The regulator gives that list as examples rather than as a closed set: gambling in Chile is in principle an unlawful economic activity and only the forms a specific statute authorises may operate. None of them is an online casino, and a bill to regulate online betting platforms is before Congress and has not become law.
Responsible Gambling
The Superintendencia publishes three routes to it - in person at a casino or at the Superintendencia, by notarised or electronically signed form, or online with ClaveÚnica - and gives its basis as the Compendio de Normas chapter on "Protección al jugador y juego responsable". Because it is a right of entry to physical gaming rooms, and because the Superintendencia has no online remit, the scheme does not reach online play. No Chilean problem-gambling telephone helpline was found on any operating body's own site, so none is printed.

Support in Chile
- any adult may voluntarily give up their right to enter all gaming rooms of casinos authorised under Ley 19.995 and the municipal-concession casinos. It can be requested in person at a casino or at the Superintendencia, by notarised or electronically signed form, or online using ClaveÚnica, and its basis is the Superintendencia's Compendio de Normas on player protection and responsible gambling. The scheme covers physical gaming rooms only; it does not reach online play, which the Superintendencia says is outside its powers. The Superintendencia publishes the scheme and its responsible-gambling guidance on its own site, scj.gob.cl. No Chilean problem-gambling telephone helpline was found on an operating body's own site and none is given here.
