Not trackedOnline casino play is prohibited by statute in Uruguay. Article 244 of Ley N 19.535 of 25 September 2017 provides that casino and gaming-hall games - poker, roulette, slots and others created or to be created - are absolutely prohibited in their remote, online or virtual form, while the existing statutory exceptions continue for in-person play. Decreto N 366/017 of 21 December 2017 makes the Dirección Nacional de Loterías y Quinielas the competent body to supervise compliance, with power to take preventive and punitive measures. What an unauthorised operator faces, on the Dirección's own account, is a fine, the blocking of access to the illegal site, and a communication to the Banco Central del Uruguay. The Dirección Nacional de Loterías y Quinielas states that the only authorised betting platform in national territory is Supermatch, and publishes a running total of blocked sites.
The Legal Position
Uruguay prohibits online casino play by statute, and in unusually explicit terms. Article 244 of Ley N 19.535 provides that "Se interpreta que los juegos de casinos y salas, tales como póker, ruleta, slots, entre otros creados o a crearse, están absolutamente prohibidos en su modalidad a distancia (on line, virtuales o semejantes) y en cuanto a su modalidad presencial siguen vigentes las excepciones establecidas por la ley, así como las autorizaciones otorgadas de acuerdo a la misma" - casino and gaming-hall games such as poker, roulette and slots, and others created or to be created, are absolutely prohibited in their remote, online or virtual form, while the statutory exceptions and the authorisations granted under them remain in force for in-person play.
The same article locates online gambling within a much older rule: "Declárase que la prestación de servicios a través de Internet, plataformas tecnológicas, aplicaciones informáticas o similares referidas a juegos de azar o apuestas on line, se encuentra alcanzada por el principio de ilegalidad previsto por el artículo 1 de la Ley N° 1.595, de 16 de diciembre de 1882" - online gambling services fall within the principle of illegality in article 1 of Ley N 1.595 of 16 December 1882. The single carve-out named is the Executive's power under article 19 of Ley N 17.453 of 28 February 2002 to organise international sports-results pools, together with specific authorisations already granted - that is, sports betting, not casino games.
Enforcement and the Competent Body
Decreto N 366/017 of 21 December 2017 supplies the machinery. The Dirección Nacional de Loterías y Quinielas sits within the Ministerio de Economía y Finanzas; Uruguay's state land-based casinos are run by a separate body, the Dirección General de Casinos.
On its own illegal gambling page, the Dirección Nacional de Loterías y Quinielas states that it "cuenta con los mecanismos, decretos y leyes que la facultan a sancionar a los responsables de dichos sitios", and sets out what an unauthorised operator faces: "Una sanción de 10.000 Unidades Indexadas hasta 20.000.000 Unidades Indexadas", "El Bloqueo del acceso al Sitio Ilegal" and "La comunicación al Banco Central del Uruguay." It publishes a running total of blocked sites, which stood at 1,730 sites blocked as at 29 July 2026, and states that "La única Plataforma de Apuestas Autorizadas en el Territorio Nacional por la Dirección Nacional de Loterías y Quinielas es www.supermatch.com.uy". That platform is a betting platform; article 244 prohibits casino games online regardless.

Support in Uruguay
- a free telephone line on 0800 8631 that connects directly to the specialists. The same page describes the clinical arrangement behind it, a "Programa de Tratamiento, Prevención y Promoción de la enfermedad Ludopatía o adicción al juego" run with the Facultad de Medicina of the Universidad de la República, with units in Montevideo, Paysandú and Maldonado. There is also an official self-exclusion procedure, described as an "Instrumento de apoyo destinado a personas que se encuentran afectadas por la enfermedad ludopatía y que decidan voluntariamente autoexcluirse de concurrir a los Establecimientos de Juegos de Azar dependientes de la Dirección General de Casinos." It is free, must be done in person at a Casino or Sala de Esparcimiento, and covers state land-based establishments rather than online play. Both the helpline and the self-exclusion procedure are published on the Ministerio de Economía y Finanzas' own pages on gub.uy.
