Online casino play is regulated in Panama. The Junta de Control de Juegos, the state gaming board, lists "los Juegos de Suerte y Azar a través de Internet" among the activities it authorises and supervises, and refers on its own page to "todos los sitios de apuestas a través de internet autorizados por la Junta de Control de Juegos" — all internet betting sites authorised by the board — each of which must carry responsible-gambling tools.
The Law and the Regulator
The Junta de Control de Juegos describes itself as "una institución del Estado creada mediante el Decreto Ley No. 19 del 8 de mayo de 1947, bajo la dependencia del Ministerio de Economía y Finanzas", which assumes on the state's behalf "la explotación, control, autorización, supervisión y fiscalización de los Juegos de Suerte y Azar y Actividades que originen Apuestas que se llevan a cabo en o desde la República de Panamá". The phrase "en o desde" — in or from — matters: Panama's framework covers gambling conducted from Panamanian territory as well as gambling conducted within it.
Its stated mission is to "controlar, fiscalizar, supervisar y regular la explotación de los Juegos de Suerte y Azar y las Actividades que Originan Apuestas en representación y en beneficio exclusivo del Estado", and to determine in each case which activity counts as a game of chance. The board sits inside the Ministerio de Economía y Finanzas rather than operating as a standalone agency.
Responsible Gambling
By Resolución No. MEF-RES-2021-2425 de 15 de noviembre de 2021, read with Resolución No. 5 of 3 June 2022 of the board's Pleno, the Junta created a Sección de Juego Responsable and a Programa de Juego Responsable. The section provides a free, confidential orientation service staffed, subject to availability, by a psychologist, and administers a self-exclusion register that covers "cualquiera de las Salas de Juegos o Juegos de Suerte y Azar a través de Internet en la República de Panamá" — any gaming hall or internet game of chance in Panama. Self-exclusion requests can be filed at the board's offices, at any gaming hall, or at online casinos.

It is located at Ave. Perú, Calle 35, Edificio de Finanzas, Piso 7. Self-exclusion can be requested at the Junta, at any gaming hall in Panama, or at online casinos, and applies to "cualquiera de las Salas de Juegos o Juegos de Suerte y Azar a través de Internet en la República de Panamá".
