Not trackedSweepstakes
Not trackedEthiopia licenses lottery-type gambling and sports betting, not casino play. The Federal Ministry of Justice sets out the statutory definition of "lottery" in Council of Ministers Regulation No. 160/2001 as covering tombola or raffle, lotto, toto, instant lottery, number lottery, jackpot lottery, promotional lottery, bingo, sports betting lottery and similar acts — a list that does not include casino. The Ministry also states that the definition is broad enough to cover wagers conducted by short text message, by applications and by web systems, so the online channel sits inside the licensable framework even though no instrument names an online casino. Operating any lottery business without a licence from the Administration is prohibited and, under article 20 of the Regulation, punishable by a fine of fifty to one hundred thousand Birr and three to five years' imprisonment. No Ethiopian source read addresses online casino play, so this page states no legal position on it and lists no operator.
What This Page Can and Cannot Say
No legal position on online casino play in Ethiopia is stated on this page, because no Ethiopian primary source read for it addresses online casino play. The reason is structural rather than accidental: the statutory definition that the whole licensing framework turns on does not contain the word casino.
One thing about the sources also shaped this page. No article of Ethiopian law is quoted directly below; what is quoted is the Federal Ministry of Justice's own published account of those articles, together with the Regulation's preamble. One point on numbering belongs here too, because it otherwise looks like an inconsistency. The Ministry's portal gives each instrument a number twice over, counting the Amharic title by the Ethiopian calendar year and the English title by the Gregorian year, eight years apart. So the Amharic የሚኒስትሮች ምክር ቤት ደንብ ቁጥር 160/2001 and the English "Law ID: Regulation No.160/2009", dated "February 4, 2009", are one Regulation; and the Amharic አዋጅ ቁጥር 535/1999 and the English "Law ID: Proclamation No. 535/2007", dated "July 23, 2007", are one Proclamation.
What Is Licensed: Lottery and Betting, Not Casino
The Federal Ministry of Justice's Legal Awareness Education and Training Directorate sets out the definition. Under article 2(1) of Council of Ministers Regulation No. 160/2001 re-establishing the National Lottery Administration, "lottery" means a game or act in which the prize winner is determined by chance, by drawing of lots or by any other method, and includes tombola or raffle, lotto, toto, instant lottery, number lottery, jackpot lottery, promotional lottery, bingo, sports betting lottery and other similar acts (translation of the quoted Amharic sentence).
That list is the licensable universe, and casino is not on it. This page records that as an absence from a definition and nothing more. It does not convert it into a prohibition — a definition that omits a product is a statement about the regulator's remit, not a statement that the product is banned or that it does not exist in the market.
That sports betting is lawful is stated directly. At a 2022 consultation reported by the Ministry of Justice, a State Minister for Legal and Justice Service said that sports betting is permitted by law in Ethiopia and that operating companies are engaged in the sector, while views are raised both that it is causing economic and social harm including to children and that it creates employment and revenue (translation).
The Online Channel
The framework does reach the internet, as a delivery channel for the products it defines. In the same article the Ministry writes that it is clear the definition is broad enough to include sports betting — which, for the time being, is prohibited at the Addis Ababa level — including wagers conducted by short text message, by applications and by web systems, as well as similar lot-based wagers that may be added in future (translation).
Two things follow, and the distinction matters. First, an Ethiopian online betting product is inside the licensable definition. Second, nothing in that sentence or in the definition it explains addresses casino games, so nothing here supports a statement about online casino play in Ethiopia.
The Regulator
The body is the National Lottery Administration. The Ministry of Justice's portal carries the Regulation that re-established it, whose preamble reads "WHEREAS, it is become necessary to re-establish the National Lottery Administration in accordance with the findings of the business process re-engineering study;" and "NOW, THEREFORE, this Regulation is issued by the Council of Ministers in accordance with Article 2(8) of the Definition of Powers and Duties of the Executive Organs of the Federal Democratic Republic of Ethiopia Amendment Proclamation No. 603/2008." The portal records it as "Law ID: Regulation No.160/2009" with "Date: February 4, 2009" and marks it in force, while a separate portal page marks the earlier Proclamation No. 535/2007, dated 23 July 2007, as repealed. The preamble of the repealed 535 explains the direction of travel: it was "deemed necessary to restructure and strengthen the National Lottery Administration to properly manage, regulate and control lottery games in view of the new developments in their variety and play styles".
The Administration publishes no website that could be found. The Ethiopian Lottery Service does publish an account of itself: "Ethiopian Lottery Service (ELS) was established as the first autonomous and legal state lottery by Proclamation number 183 in 1954EC.", "It was established with the purpose of generating revenue through undertaking lottery activities.", "The proclamation was enacted in 1954EC to govern gaming and gambling making lottery a legitimate activity with government monopoly." and, importantly for understanding the structure, "Accordingly, ELS Re-establishment Proclamation No.510/2007 was granted to ELS to carry out lottery activities alongside issuing license and regulating the conduct of lottery activities practiced by the private sector." The same body therefore both operates lotteries and licenses private-sector lottery conduct.
Licensing and Penalties
The Ministry of Justice describes article 17 of the Regulation as setting out limited prohibitions: no person may conduct any lottery operation without a licence issued by the Administration, and transferring such a licence to another person without the Administration's consent is a prohibited act (translation). On penalties it describes article 20: unless a heavier penalty is provided in the Criminal Code, a person who conducts lottery operations without a valid licence is punished with a fine of from fifty [thousand] to one hundred thousand Birr and imprisonment of from three to five years (translation).
A Sub-National Restriction Worth Recording
The Ministry's own sentence on the online channel contains, in parenthesis, a geographic restriction: sports betting is, for the time being, prohibited at the Addis Ababa level (translation). The fact is recorded here because it is real and sourced. It concerns betting, not casino play, and it is a city-level prohibition rather than a city-level licensing regime.
What Is Not Printed, and Why
No problem-gambling helpline is printed: none was read on any Ethiopian body's own site, and the two numbers on the Ethiopian Lottery Service's contact page are switchboard numbers rather than a help service. No sweepstakes position is recorded. The suspension or revocation of sports betting licences reported elsewhere is not described here, because no primary source recording it could be read.

Support in Ethiopia
If gambling is causing you harm, there is help you can reach today. Gambling Therapy offers support to people anywhere rather than in one country, and it is reached online rather than by phone: its own site at https://www.gamblingtherapy.org/ sets out how to get in touch. Two national lines also take calls, and both are in the footer of every page here: the National Gambling Helpline, run by GamCare, on 0808 8020 133 in the United Kingdom, and the National Problem Gambling Helpline on 1-800-MY-RESET in the United States, which the National Council on Problem Gambling publishes at https://www.ncpgambling.org/help-treatment/, read on 21 October 2026. Each is a national line for its own country and may not connect from Ethiopia at all; Gambling Therapy is reached online and from anywhere.
