Online Casinos in Costa Rica

Not trackedCosta Rica is widely misdescribed as a gambling licensing jurisdiction, and the official sources read do not support that description. The only casino authorisation Costa Rica publishes is for operating a physical casino: the Ministerio de Seguridad Pública runs a procedure for an "Autorización de operación para explotar la actividad de casino", a separate procedure for approving, removing and changing slot machines and gaming tables "dentro de un casino", and a list of authorised casinos. Nothing in those procedures addresses online play. What a company established in Costa Rica holds is an ordinary municipal authorisation: a municipal licence is described by the Municipalidad de Escazú as an administrative act authorising a person to carry on any kind of economic activity, and the patente as the tax obligation that follows it. Neither is a gambling licence. No official source read addresses online casino play in Costa Rica, so the market's casino status is not recorded.
What Costa Rica Actually Authorises
Costa Rica is routinely described across the industry as a jurisdiction that licenses online gambling. The official sources read do not support that description, and the distinction matters enough to set out precisely.
The only casino authorisation Costa Rica publishes is for a physical casino. The Ministerio de Seguridad Pública lists, among its procedures, an "Autorización de operación para explotar la actividad de casino" - an authorisation to operate and exploit the casino activity - together with a separate procedure for the "Aprobación, retiro y cambio de máquinas tragamonedas y/o mesas de juego dentro de un casino", the approval, removal and change of slot machines and gaming tables inside a casino, and a "Lista de los casinos autorizados". Every one of those is about a venue with machines and tables in it. None of them is an online authorisation, and no online casino procedure appears on the page.
What a Costa Rican Company Permit Is
What a company established in Costa Rica holds is an ordinary municipal business authorisation, granted canton by canton and indifferent to what the business does. The Municipalidad de Escazú defines a municipal licence as "aquel acto administrativo mediante el cual la municipalidad autoriza a las personas físicas o jurídicas la operación para el ejercicio de cualquier tipo de actividad económica con fines lucrativos y no lucrativos" - an administrative act by which the municipality authorises the carrying on of any kind of economic activity. The patente that goes with it is not a permission at all but a tax: "Es la obligación tributaria que debe cumplir toda persona física o jurídica que ejerce actividades lucrativas previa aprobación de la licencia municipal correspondiente." The instrument behind the procedure is cantonal licensing and tax law - in Escazú's case, "la Ley 8988 denominada Ley de Licencias para Actividades Lucrativas y no lucrativas del Cantón de Escazú" - and the obligation bites on anyone operating in the canton "aún y cuando su domicilio fiscal se encuentre en otro cantón", even where their tax domicile is elsewhere.
So a Costa Rican municipal licence and patente are an authorisation to trade and a local tax on trading. They are not a gambling licence, they carry no gambling conditions, and they involve no gambling regulator. A site describing itself as "licensed in Costa Rica" is not describing a gambling licence, because the sources read here show none to describe.
What Could Not Be Established
No official source addressing online casino play in Costa Rica could be read, so this page states no casino market status. No Costa Rican statutory text on gambling could be obtained from an official source, so the 1922 Ley de Juegos, its Reglamento and the Junta de Protección Social's lottery role are not described here. Nor is the municipal data-processing permit category that offshore operations are generally said to use: no municipality's own page naming such a category could be found, and repeating it unsourced would hand the industry its favourite euphemism.

Support in Costa Rica
If gambling is causing you harm, there is help you can reach today. Costa Rica has no national gambling helpline to call. Gambling Therapy offers support to people anywhere rather than in one country, and it is reached online rather than by phone: its own site at https://www.gamblingtherapy.org/ sets out how to get in touch. Two national lines also take calls, and both are in the footer of every page here: the National Gambling Helpline, run by GamCare, on 0808 8020 133 in the United Kingdom, and the National Problem Gambling Helpline on 1-800-MY-RESET in the United States, which the National Council on Problem Gambling publishes at https://www.ncpgambling.org/help-treatment/, read on 21 October 2026. Each is a national line for its own country and may not connect from Costa Rica at all; Gambling Therapy is reached online and from anywhere.
