Online Casinos in Cambodia

The Legal Position

Online casino play is prohibited in Cambodia. The regulator is the Commercial Gambling Management Commission of Cambodia, គណៈកម្មការគ្រប់គ្រងល្បែងពាណិជ្ជកម្មកម្ពុជា, known by its Khmer initials គ.ល.ក. On its own front page the Commission runs a series of public-information messages, the first of which reads "ពលរដ្ឋខ្មែរគ្រប់រូបត្រូវបានហាមឃាត់ដាច់ខាតមិនឱ្យលេងល្បែងស៊ីសង និងល្បែងភ្នាល់គ្រប់ប្រភេទ" — every Khmer citizen is absolutely prohibited from playing gambling and betting of every kind. Others state that gambling and betting cause violence and other crimes, and that people should keep well away from them.

That statement is about gambling of every kind. It does not distinguish between a casino floor and a website, which is why this page records the position as prohibited rather than unsettled.

What Cambodia Does License

The licensing regime is land-based and is directed at establishments rather than at websites. The Commission describes itself as "the authority competent to grant commercial gambling licences to casinos and other commercial gambling establishments located in the Kingdom of Cambodia", and adds that licensed casinos and commercial gambling establishments must comply with the conditions and measures it determines.

The licences it lists are casino licences, betting licences, lottery licences, other commercial gambling licences, special employee licences, commercial gambling promoter licences, and licences for manufacturers, installers, importers, sellers or distributors of gaming equipment and software, together with the amendment, extension, suspension, closure, revocation and surrender of those licences. Its published operator registers are organised under two headings, casinos and lotteries, plus its regional duty office.

The Commission and Its Law

The Commission was established by the Law on the Management of Commercial Gambling, ច្បាប់ស្តីពី ការគ្រប់គ្រងល្បែងពាណិជ្ជកម្ម, promulgated on 13 November 2020 under royal kram reference NS/RKM/1120/031. Its competence, as it states it, covers proposing policy, issuing regulations, managing, inspecting, licensing, collecting revenue and taking all necessary measures in relation to integrated commercial gaming centres and commercial gambling.

It has eleven members. The Minister of Economy and Finance chairs it; a Secretary of State of the Ministry of Interior is vice-chair; and the remaining members are Secretaries of State from the Ministry of Economy and Finance, the Office of the Council of Ministers, the Ministry of Tourism, the Ministry of Post and Telecommunications and the Ministry of Justice, a representative of the Council for the Development of Cambodia, the Commissioner-General of the National Police, and the Commission's Secretary-General and Deputy Secretary-General. The vice-chair and members serve five-year renewable terms, except the Secretary-General and Deputy Secretary-General, whose terms are not limited.

Below the statute, the Commission has issued sub-decrees on its own organisation and functioning and on minimum capital for casino operations, both dated 25 August 2021, and a sub-decree on transactional fines for offences against the law dated 30 May 2022. Its prakas cover casino and lottery licensing (20 October 2021), the control of gaming rules, equipment and software for casino operations (23 December 2021), applications to develop an integrated commercial gaming centre (25 May 2022), special casino employee licences and administrative sanctions (both 15 November 2022).

Gambling Harm and Exclusion

One of the Commission's stated functions is "to issue measures to protect vulnerable persons, including children, from gambling, and to prevent money laundering and terrorist financing connected with commercial gambling". It has published a guideline on implementing the mechanism for stopping persons who are restricted from gambling from entering to gamble in casinos, dated 12 October 2025, and a guideline on strengthening compliance with the law, legal instruments, government orders and licence conditions in the integrated commercial gaming centre and commercial gambling sector, dated 8 February 2026.

It also goes out to communes. On 20 and 21 August 2026 its General Secretariat ran a public education programme on the harms of gambling with the Koh Chen commune administration in Ponhea Leu district, Kandal province, which it records as reaching around 350 people from the commune's eleven villages. No Cambodian gambling helpline was found on a helpline operator's own site, and none is named here.

What This Page Could Not Establish

The Law on the Management of Commercial Gambling is published by the Commission as a PDF download only, as are every sub-decree, prakas and guideline in its archive. Nothing in the statute is therefore quoted on this page, and no claim is made here about what the law says on online gambling specifically, on casino entry by nationals, or on penalties. The Ministry of Economy and Finance's own site answered requests from this research environment with a 403. The Commission's published position on citizens gambling, quoted above, is what this page rests on.

What Is Available Instead

Licensed land-based casinos, betting and lotteries — and none of it for Khmer citizens. The Commercial Gambling Management Commission is the authority competent to grant commercial gambling licences to casinos and other commercial gambling establishments located in the Kingdom, and it publishes registers of casinos and of lotteries. Its own notice states that every Khmer citizen is absolutely prohibited from playing gambling and betting of every kind.
