Czechia licenses online casino play. The framework dates from the three Acts published together in June 2016 - Act No. 186/2016 Coll. on gambling games, Act No. 187/2016 Coll. on gambling tax and the omnibus amendment No. 188/2016 Coll. - which took effect on 1 January 2017. A basic permit from the Ministry of Finance is required for lotteries, fixed-odds betting, totalisator games, bingo, technical games and live games, and the rules cover games operated over the internet as well as games operated otherwise. The ministry publishes a list of legal operators, decides which internet pages go onto the list of unpermitted internet games, and keeps the register of people excluded from gambling; since 1 July 2024 every operator must also offer a panic button that blocks play for 48 hours across all operators.

Czechia licenses online gambling, including online casino play. The framework comes from three Acts published together in June 2016 — Act No. 186/2016 Coll. on gambling games, Act No. 187/2016 Coll. on gambling tax and the omnibus amendment No. 188/2016 Coll. — which the tax administration describes as a complete revision of the legal framework for gambling regulation and which took effect, with a few exceptions, on 1 January 2017. A basic permit is required for lotteries, fixed-odds betting, totalisator games, bingo, technical games and live games, while tombolas above a stated prize fund and small-scale tournaments are notified instead. The same rules reach games operated over the internet and games operated otherwise alike.

Who Regulates It

The regulator is the Ministerstvo financí. Its department for procedural agendas and gambling regulation decides administrative proceedings under Act No. 186/2016 Coll., supervises compliance with that Act and with the conditions set in a basic permit and in a permit to site a gaming space, and methodologically directs the customs authorities in their exercise of state supervision over gambling operators, including methodological help to regional authorities and municipalities. The same department decides which internet pages go onto the list of unpermitted internet games, keeps the register of natural persons excluded from gambling and the list of unpermitted internet games, and administers the information system for operating gambling. The ministry publishes a list of legal gambling operators under the Act and republishes it as it changes.

Enforcement and Territoriality

The ministry maintains a List of unpermitted internet games, whose public part names the blocked internet pages, bank accounts and applications together with the data on which the blocking rests. Tax reaches unlicensed operators as well: the tax administration states that the taxpayer is the operator of a gambling game, domestic or foreign, whether it holds a basic permit or notified the game, or operates without doing either. For a game run over the internet, the operation must be at least partly aimed at the Czech market — at players resident in Czechia — which the tax administration describes as the territoriality principle.

Sweepstakes Casinos

The dual-currency sweepstakes casino is a United States model, built on United States sweepstakes and promotional-game law, and it is not a category Czech gambling law recognises. The statutory list runs to lotteries, fixed-odds bets, totalisator games, bingo, technical games, live games, tombolas and small-scale tournaments, and no Czech source read for this page addresses the sweepstakes model at all. A sweepstakes casino is not a licensed real-money casino and is not an alternative to one.

Player Protection

Czechia runs two self-exclusion tools, and both reach online play. Since 1 July 2024 every operator must let any player log into their player account, in an arcade or casino or while playing online, and use a panic button, which the ministry describes as a ban on playing for the next 48 hours that applies at every operator, in arcades, casinos, betting shops and on the internet. For a longer break there is the Rejstřík vyloučených osob, a non-public public-administration information system whose purpose is to stop excluded people reaching gambling; an operator may not allow a person in the register to take part in any game where the law requires registration and verification of age and identity, which the ministry says typically covers arcades, casinos, fixed-odds betting and all gambling operated over the internet. Entry is open-ended and erasure can be requested only after a year. The ministry also enters some people automatically under section 16a of the Act, among them recipients of subsistence-related social benefits and those jointly assessed with them, people in insolvency, people under a court order to refrain from gambling or in court-ordered treatment for gambling addiction, and people failing a maintenance obligation to a dependent child awarded substitute maintenance. For help, the ministry points first to the Národní linka pro odvykání, operated by the Národní monitorovací středisko pro drogy a závislosti; the line's own site gives the number as 800 350 000, free of charge, on weekdays from 10am to 6pm, with video and email consultations as alternatives.

FAQ

Czechia Online Casino FAQs

Is Online Casino Play Legal in Czechia?
Yes, under a permit. The framework is Act No. 186/2016 Coll. on gambling games, in force since 1 January 2017, and a basic permit is required for lotteries, fixed-odds betting, totalisator games, bingo, technical games and live games. The tax administration confirms that the rules cover games operated over the internet as well as games operated otherwise, and the Ministry of Finance publishes a list of legal operators.
Who Licenses and Supervises Czech Gambling?
The Ministry of Finance. Its department for procedural agendas and gambling regulation decides administrative proceedings under the Gambling Act, supervises compliance with that Act and with the conditions set in a basic permit and in a permit to site a gaming space, keeps the register of excluded persons and the list of unpermitted internet games, and administers the information system for operating gambling. It also methodologically directs the customs authorities, which carry out state supervision over operators.
What Happens to Unlicensed Gambling Sites in Czechia?
The ministry decides to enter an internet page containing an unpermitted gambling game onto the List of unpermitted internet games. The public part of that list names the blocked internet pages, bank accounts and applications, together with the data on which the blocking is based.
Does an Operator Owe Czech Gambling Tax Without a Permit?
Yes. The tax administration states that the taxpayer is the operator of the gambling game, domestic or foreign, both one holding a basic permit or having notified the game and one operating without either. For an online game, the tax applies where the operation is at least partly aimed at the Czech market, meaning at players resident in Czechia.
How Can a Player in Czechia Block Themselves From Gambling?
Two ways. Since 1 July 2024 every operator must offer a panic button in the player account, which excludes the player from play for the next 48 hours at every operator, in arcades, casinos, betting shops and online. For a longer break, a person can apply to be entered in the Rejstřík vyloučených osob, the register of people excluded from gambling; entry is open-ended and erasure can be requested only after a year has passed.
Who Else Is Entered in the Exclusion Register?
The ministry enters some people automatically under section 16a of the Gambling Act, including recipients of subsistence-related social benefits and people jointly assessed with them, people in insolvency, people under a court order to refrain from gambling or in court-ordered treatment for gambling addiction, and people who fail to meet a maintenance obligation to a dependent child who has been awarded substitute maintenance. An operator may not allow a person in the register to take part in a game where registration and verification of age and identity are required by law, which covers arcades, casinos, fixed-odds betting and all gambling operated over the internet.

Support in Czechia

The Národní linka pro odvykání, the national quitting line, answers free of charge on 800 350 000 on weekdays from 10am to 6pm, and also offers video and email consultations. It covers gambling alongside other addictions, and the Ministry of Finance names it first among the places to turn for help. Players can also block themselves from play: the panic button in a player account excludes them for 48 hours across every operator, and an entry in the Rejstřík vyloučených osob is open-ended, with erasure possible only after a year.
