Not trackedNo Egyptian official source read addressing casino gambling, online or land-based, could be sourced for this page, so no casino status is recorded, no regulator is named and no operator is listed. What can be established is narrower. The Ministry of Tourism and Antiquities publishes both the list of laws it administers — the Hotel and Tourist Establishments Law issued by Law No. 8 of 2022, the law creating the Tourism and Antiquities Support Fund issued by Law No. 19 of 2022, Law No. 38 of 1977 on tourism companies and the Tourist Guides Law issued by Law No. 121 of 1983 among others — and the licences it issues, and neither contains a gambling or casino instrument. That is an absence from a named list rather than a statement that no Egyptian body licenses casinos. The frequently repeated claim that Egyptian casinos sit inside licensed hotels and admit only holders of foreign passports is not repeated here, because no Egyptian primary source stating it could be sourced.
What This Page Can and Cannot Say
No Egyptian official source addressing casino gambling — online or land-based — could be sourced for this page. No casino status is recorded, no regulator is named, no operator is listed, and no legal position is asserted. Nothing is inferred from that silence: an absence of evidence about Egyptian law is not evidence about Egyptian law.
What the Egyptian bodies that publish on their own activity say on the subject is nothing. The State Information Service, the Parliament, the Egyptian Tax Authority and the Central Bank of Egypt return nothing on casinos or gambling. The Ministry of Tourism and Antiquities — the ministry a casino licence would plausibly sit with — was read page by page, and its own search returns no result for either "كازينو" or "قمار".
What the Tourism Ministry Does Administer
The Ministry of Tourism and Antiquities publishes the list of laws it administers, and the list is informative precisely because of what is not on it. It includes "قانون المنشآت الفندقية والسياحية الصادر بالقانون رقم 8 لسنة 2022" — the Hotel and Tourist Establishments Law, issued by Law No. 8 of 2022 (translation) — "قانون إنشاء صندوق دعم السياحة والآثار الصادر بالقانون رقم 19 لسنة 2022", the law creating the Tourism and Antiquities Support Fund, "قانون رقم 38 لسنة 1977 بتنظيم الشركات السياحية", on the regulation of tourism companies, and "قانون المرشدين السياحيين ونقابتهم الصادر بالقانون رقم 121 لسنة 1983", on tourist guides and their syndicate, among others. There is no gambling statute and no casino statute on it.
The Ministry's licensing services line up with that list: hotel establishments, tourist establishments, tourism companies, tourist guides, tourist transport, diving and marine-activity centres, and souvenir and antiquity-replica shops. None of them is a casino licence.
Both observations are absences from a named list and a named set of services, and they are recorded as exactly that. They are not evidence that no Egyptian body licenses casinos, and this page does not treat them as such.
One Claim This Page Deliberately Does Not Repeat
The most frequently repeated statement about Egyptian casinos is that they operate inside licensed hotels and admit only holders of foreign passports. No Egyptian primary source stating that could be sourced, so it does not appear here as a fact. It is also worth separating the two questions it tends to blur: a rule about who may be admitted to a physical venue is not a statement about whether online casino play is lawful, and neither question could be answered from an official source.
What Is Not Printed, and Why
No minimum gambling age is printed. No Egyptian problem-gambling helpline is printed, because no Egyptian body publishes one on any page read for this market. No sweepstakes position is recorded. No tax treatment is stated. No sub-national licensing is recorded. In each case the honest answer is that it could not be established from an official source, and that is better than a plausible answer with nothing behind it.

Support in Egypt
If gambling is causing you harm, there is help you can reach today. Gambling Therapy offers support to people anywhere rather than in one country, and it is reached online rather than by phone: its own site at https://www.gamblingtherapy.org/ sets out how to get in touch. Two national lines also take calls, and both are in the footer of every page here: the National Gambling Helpline, run by GamCare, on 0808 8020 133 in the United Kingdom, and the National Problem Gambling Helpline on 1-800-MY-RESET in the United States, which the National Council on Problem Gambling publishes at https://www.ncpgambling.org/help-treatment/, read on 21 October 2026. Each is a national line for its own country and may not connect from Egypt at all; Gambling Therapy is reached online and from anywhere.
