There Is No Casino Licence to Hold

Oman has no gambling regulator and issues no casino licence. The one permit in its system that comes close runs in the opposite direction. The national services portal publishes a permit to establish amusement games stores, provided through the Royal Oman Police, and two of its conditions are that the devices and games must not be used for gambling in any form, and that they must not be used to offer prizes in kind or in cash, or any similar reward, in an unlawful use. The permit exists to license arcades and to keep gambling out of them.

The Police Treat Promoting Gambling Online as a Crime

The Royal Oman Police publish a magazine of their own, and in a 2024 article on crimes committed over the information network they list the promotion of games of gambling among the offences the force works to prevent and combat. That is a statement of enforcement posture, from the body that does the enforcing. It is not a statement of what the statute says.

Where the Law Itself Sits

Two instruments matter here. Oman’s Penal Code was issued by Royal Decree No. 7 of 2018, as the register kept by the Ministry of Justice and Legal Affairs records in its own words. The same register also carries Royal Decree No. 61 of 2026, issuing a Law on Combating Information Technology Crimes. No article number and no penalty from either instrument appears here.

What a Player’s Own Internet Contract Says

One document a player in Oman would actually be bound by does name gambling. Omantel’s standard customer agreement, which the company states is approved by the Telecommunications Regulatory Authority, forbids using the service for any other criminal or unlawful purpose such as but not limited to vice, gambling or obscenity, or for carrying out any activity which is contrary to the social, cultural, political, or religious values of the Sultanate of Oman. Gambling is named there explicitly, in a contract a regulator has approved, and it sits in the same clause as criminal and unlawful purposes.

The Limits of This Account

The gambling provisions themselves are not set out on this page. The Ministry of Justice and Legal Affairs’ register of laws, decrees, gazette supplements and ministerial decisions carries no title that names gambling, games, betting, a lottery or a casino, so the provisions cannot be identified from a title. No definition, no offence and no penalty is therefore stated here. Nothing else published in Oman fills the gap: no tax authority, court, telecommunications regulator or news agency addresses the subject, and no problem-gambling helpline run or designated in Oman could be found, so no number is printed.

Support in Oman

If gambling is causing you harm, there is help you can reach today. Gambling Therapy offers support to people anywhere rather than in one country, and it is reached online rather than by phone: its own site at https://www.gamblingtherapy.org/ sets out how to get in touch. Two national lines also take calls, and both are in the footer of every page here: the National Gambling Helpline, run by GamCare, on 0808 8020 133 in the United Kingdom, and the National Problem Gambling Helpline on 1-800-MY-RESET in the United States, which the National Council on Problem Gambling publishes at https://www.ncpgambling.org/help-treatment/, read on 21 October 2026. Each is a national line for its own country and may not connect from Oman at all; Gambling Therapy is reached online and from anywhere.
