Not trackedSpain runs a licensed national online gambling market under Ley 13/2011, supervised by the Dirección General de Ordenación del Juego, which sits under the Ministry of Social Rights, Consumer Affairs and Agenda 2030. The first online licences were granted on 6 June 2012 and only licensed operators may offer or market state-scope online gambling. Offering gambling in Spain without a licence is a very serious infringement carrying a fine of up to 50 million euros.
The Legal Position
Online casino gambling is legal and licensed in Spain. State-scope online gambling may only be offered by operators holding a Spanish licence, and the regulator states plainly that offering online gambling of state scope in Spain requires a licence. Licences obtained in other states are not valid in Spain.
Who Regulates It and Under What Law
The regulator is the Dirección General de Ordenación del Juego (DGOJ). It replaced the former Comisión Nacional del Juego and is an administrative body attached to the Ministry of Social Rights, Consumer Affairs and Agenda 2030, under the Secretaría General de Consumo y Juego. Its functions are set out in Ley 13/2011, de 27 de mayo, de regulación del juego, the law that regulated online gambling in Spain for the first time. Land-based bingo halls, gaming arcades and casinos are regulated by the autonomous communities and fall outside the DGOJ's remit.
How Licensing Works
Operators need a title habilitante issued in Spain. The DGOJ grants these after verifying that an applicant meets the legal and technical requirements set by the law, and operators may only offer the game types that have actually been regulated; anything else is prohibited. Licensing began in 2012: the first online gambling authorisations were granted on 6 June 2012, which is when the legal online market started operating. Offering gambling in Spain without a licence is a very serious infringement that can bring a sanction of up to 50 million euros, disqualification from gambling activity for up to four years, and closure of the means by which the service is provided.
The Minimum Age
The minimum age is 18. Article 6.2 of Ley 13/2011 bars minors and legally incapacitated persons from taking part in gambling, and Spanish civil law sets the age of majority at 18. Licensed operators must verify identity and age at registration to keep minors out.
Oversight and Safer-Gambling Duties
The DGOJ reports through the consumer-affairs ministry rather than the finance ministry, and its detailed powers are set out in Real Decreto 209/2024. And Real Decreto 176/2023 introduced 'entornos de juego seguro' - safer gambling environments - a set of duties covering deposit limits, session configuration, monthly activity statements and extra protection for defined vulnerable groups, including players aged 25 or under.

Support in Spain
If gambling is causing you harm, there is help you can reach today. We found no Spanish national gambling helpline number on a public body's own site. Spain does run a statutory self-exclusion register, and it reaches every licensed site: Ley 13/2011 bars from play, in article 6.2(b), "Las personas que voluntariamente hubieren solicitado que les sea prohibido el acceso al juego" — people who have voluntarily asked to be prohibited from gambling — and article 6.3 requires the national gambling body, which the Law calls the Comisión Nacional del Juego, to create the Registro General de Interdicciones de Acceso al Juego, with effect throughout the state. We give no application route because we found none at source.
- Gambling Therapy, at https://gamblingtherapy.org/contact-us/, is run by Gordon Moody and describes itself as "a global service … providing free practical advice and emotional support to anyone affected by gambling", with a mission that "anyone, anywhere, can access trusted information, effective support and a pathway to recovery". Its online support is "Confidential, safe and delivered online", and that contact page is a form: it asks your name, your email, which country you are in, which language you would prefer, and a few words on how gambling is affecting you, so expect a reply by email. Two national lines sit in the footer of every page here, and both take more than a call.
- In the United Kingdom the National Gambling Helpline is on 0808 8020 133: GamCare, whose own page at https://www.gamcare.org.uk/ is titled "GamCare - Founder of the National Gambling Helpline", prints the number as "Free", says "Support is available 24/7", and takes WhatsApp on it too.
- In the United States the National Problem Gambling Helpline is on 1-800-MY-RESET, which the National Council on Problem Gambling publishes at https://www.ncpgambling.org/help-treatment/ under both "Call." and "Text."; its third route, "Chat.", is an online chat rather than the number.
Each is a national line for its own country and may not connect from Spain at all; Gambling Therapy, above, is the one route here that is not tied to a single country.
