Online casino play is a criminal offence in Taiwan. Article 266 of the Criminal Code punishes gambling in a public place or a place open to the public, and its second paragraph applies the same offence to gambling by telecommunications equipment, electronic communication or the internet; Article 268 punishes furnishing a place to gamble for profit with up to three years' imprisonment. No Taiwanese body licenses or supervises online casino play. The only statute that contemplates a casino is Article 10-2 of the Offshore Islands Development Act, which would allow a tourist casino inside an international tourist resort zone on an offshore island after a local referendum, and which defers licensing and supervision to a separate law to be made later. That provision concerns a physical resort, not online play.

Online casino play is a criminal offence in Taiwan, and the Criminal Code says so in terms rather than leaving it to be inferred from a land-based rule. Chapter 21 of the Criminal Code of the Republic of China is headed "Offenses of Gambling". Article 266, paragraph 1 provides that "A person who gambles in a public place or a place open to the public shall be sentenced to a fine of not more than fifty thousand New Taiwan Dollars." Paragraph 2 then provides: "The same shall apply to the gambling via telecommunication equipment, electronic communication, internet, or other similar means." The text used here is the official English on the Laws & Regulations Database of The Republic of China (Taiwan), published by the Ministry of Justice.

Two features of that are worth drawing out. First, the offence reaches the person gambling, not only the person running the game. Second, the only qualification in the Article is narrow: paragraph 3 provides that the first two paragraphs "shall not apply to the item of gambling which is provided for temporary amusement".

On the supply side, Article 268 provides that "A person who intend to make a profit furnishes a place to gamble or assembles person to gamble shall be sentenced to imprisonment for not more than three years; in addition thereto, a fine of not more than ninety thousand dollars may be imposed." Article 269 deals separately with operating a prize-giving savings business or issuing lottery tickets "without permission of the government".

No Regulator

No Taiwanese body licenses or supervises online casino play, and this page names none. That is a fact about the market rather than a gap in the research: where a country has no licensing body for a vertical, naming one would be worse than naming none. A site advertising a Taiwanese online casino licence is not describing anything that exists in Taiwanese law.

The Offshore Islands Provision, and Why It Is Not an Online Casino Route

One statute contemplates a casino in Taiwan. Article 10-2 of the Offshore Islands Development Act (離島建設條例) provides that "Before an offshore island may be opened to the establishment of tourist casinos, a local referendum thereon must be held in accordance with the Referendum Act, and more than half of the valid votes cast in the referendum must be votes of approval." The same Article requires that "Tourist casinos as referred to in the preceding paragraph shall be established within international tourist resort zones", with those zones also to include international tourist hotels, tourism and travel facilities, international conference and exhibition facilities and shopping malls.

Two limits on that provision matter for an online reader. The first is that the detail does not exist yet: "Application procedures, establishment standards, license issuance, license fees, special gaming tax, relevant supervision and administration, and other such matters concerning tourist casinos shall be separately prescribed by law." The second is the scope of the exemption that follows: "The Offenses of Gambling Chapter of the Criminal Code do not apply to the legally authorized operation of tourist casinos and engagement in gaming activities in accordance with the preceding paragraph." The carve-out from Chapter 21 is tied to a tourist casino operating under that separate law, inside a physical resort zone on an offshore island. Nothing in it addresses gambling conducted over the internet, which paragraph 2 of Article 266 covers expressly.

What This Means for a Reader in Taiwan

No operator is listed on this page for Taiwan, because the market prohibits online casino play. Overseas sites exist that accept players from many jurisdictions, and some of them will take a player in Taiwan; that is a fact about those sites, not a lawful route, and Article 266 places the offence on the player as well as the operator.

Where to Get Help

No Taiwanese problem-gambling helpline could be verified on an operating body's own website, so this page prints none rather than printing a number that was not read at source. The Ministry of Health and Welfare does publish a general counselling line: its own page states that a person under psychological stress or emotional difficulty may call the Ministry's 1925 安心專線, which provides a 24-hour free psychological counselling service ("可撥打本部1925安心專線(依舊愛我),提供24小時免付費心理諮詢服務。"). That is a mental-health service and the Ministry does not describe it as a gambling service.

What Is Available Instead

Nothing that is presently lawful. A route to tourist casinos exists on paper: before an offshore island may be opened to them a local referendum must carry by more than half the valid votes, the casinos must sit inside international tourist resort zones, and application procedures, licensing and supervision are to be separately prescribed by law — detail that does not yet exist. No Taiwanese body licenses or supervises online casino play, and this page names none.

FAQ

Taiwan Online Casino FAQs

Is Online Casino Play Legal in Taiwan?
No. Article 266, paragraph 1 of the Criminal Code makes gambling in a public place or a place open to the public an offence punishable by a fine of up to fifty thousand New Taiwan Dollars, and paragraph 2 provides that "The same shall apply to the gambling via telecommunication equipment, electronic communication, internet, or other similar means." The offence applies to the person gambling.
Who Regulates Online Casino Play in Taiwan?
Nobody. No Taiwanese body licenses or supervises online casino play, and this page names no regulator because none exists for that activity. A site describing itself as holding a Taiwanese online casino licence is not describing anything in Taiwanese law.
What About the Offshore Islands Casino Provision?
Article 10-2 of the Offshore Islands Development Act sets out how a tourist casino could be opened on an offshore island: a local referendum must first be held under the Referendum Act and more than half the valid votes cast must be in favour, and such a casino "shall be established within international tourist resort zones" that also contain hotels, tourism facilities, conference and exhibition facilities and shopping. The Article then provides that application procedures, establishment standards, licence issuance, licence fees, special gaming tax and supervision "shall be separately prescribed by law", and that the Criminal Code's gambling chapter does not apply to a tourist casino legally authorised in accordance with that separate law. The provision is about a physical resort; it does not create an online casino licence.
Is There a Penalty for Running a Gambling Site?
Article 268 of the Criminal Code provides that a person who, intending to make a profit, furnishes a place to gamble or assembles persons to gamble is liable to imprisonment for up to three years, with a fine of up to ninety thousand dollars in addition. Article 269 separately punishes issuing lottery tickets without government permission.
Does the Law Make Any Exception for Small Stakes?
One narrow one. Article 266, paragraph 3 provides that the first two paragraphs do not apply "to the item of gambling which is provided for temporary amusement". That is a limited exception for incidental amusement, and no primary source extends it to commercial online play.
Is There a Taiwanese Gambling Helpline?
None could be verified on an operating body's own website, so this page prints none. The Ministry of Health and Welfare publishes a general 24-hour free psychological counselling line on 1925, which it describes as a mental-health service rather than a gambling service.
Does Taiwan Have a Sweepstakes Casino Category?
This page does not say, because no Taiwanese source read addresses the dual-currency sweepstakes casino model.

Support in Taiwan

If gambling is causing you harm, there is help you can reach today. Gambling Therapy offers support to people anywhere rather than in one country, and it is reached online rather than by phone: its own site at https://www.gamblingtherapy.org/ sets out how to get in touch. Two national lines also take calls, and both are in the footer of every page here: the National Gambling Helpline, run by GamCare, on 0808 8020 133 in the United Kingdom, and the National Problem Gambling Helpline on 1-800-MY-RESET in the United States, which the National Council on Problem Gambling publishes at https://www.ncpgambling.org/help-treatment/, read on 21 October 2026. Each is a national line for its own country and may not connect from Taiwan at all; Gambling Therapy is reached online and from anywhere.
