Online casino play is licensed in Ghana. The Gaming Commission of Ghana, a body corporate established by the Gaming Act 2006 (Act 721) to regulate, control, monitor and supervise games of chance, publishes a register of licensed operators in which 'Online Casino' is one of the operation types, alongside 'Casino', 'Sports Betting', 'Online Sports Betting', 'Remote Interactive Games' and combined land-based and online betting. Every licence on the register read on 11 October 2026 ran from 1 January 2026 to 31 December 2026. The Commission states that it is responsible for issuing licences to all gaming operators, that applicants must be limited liability companies, and that under section 16 of the Gaming Act it must decide an application within twelve months. On tax, the Ministry of Finance recorded on 27 March 2025 that Parliament had approved an Income Tax (Amendment) Bill abolishing the 10 per cent withholding tax on bet winnings and gaming.

Online casino play is licensed in Ghana, and the proof is a register rather than an inference. The Gaming Commission of Ghana publishes its licensed operators with the columns "Trade name Operation type Date Issued Expiry Date Location", and "Online Casino" is one of the operation types on it. Read in full on 11 October 2026, the register carried twenty Online Casino entries — for example "1XBET Online Casino 1/1/2026 31/12/2026 Accra" — with every licence running from 1 January 2026 to 31 December 2026. The register distinguishes Online Casino from "Casino", "Sports Betting", "Online Sports Betting", "Remote Interactive Games" and combined land-based and online betting, so the online casino licence is a category in its own right.

The Commission describes itself as "a body corporate established by the Gaming Act 2006, Act 721 with the main purpose of Regulating, Controlling, Monitoring and Supervising the operations of Games of Chance in the country", with the mission "To provide sound regulatory measures that promote public interest, safety and industry efficiency." and the vision "To become a regulatory hub that promotes safe and responsible gaming for national development." The Act itself is published on the Commission's site as a PDF and no section of it is quoted below; where a section is mentioned, it is quoted from the Commission's own description of it.

Which Body Is Current

Older writing sometimes assumes that a successor arrangement has replaced the Gaming Commission. The evidence on the Commission's own site is that it is extant and active under its own name: it published a September 2026 item recording that "The Gaming Commission of Ghana has recorded an excellent performance in its 2025 Annual Contract evaluation by the State Interests and Governance Authority (SIGA), earning excellent ratings across multiple performance indicators...", a May 2026 item launching its 20th anniversary, items on new offices opened in 2026 at Sefwi Wiawso, Ho and Agona Swedru, and an item recording that "The Minister of the Interior, Hon. Muntaka Mubarak Mohammed, has charged the newly inaugurated Governing Board of the Gaming Commission of Ghana to work diligently to promote responsible gaming."

The one signal of legislative change on the site is a call for one, not the fact of one: "The Minister of the Interior, Hon. Muntaka Mohammed-Mubarak reiterated the need for a review of the legislations governing the gaming industry." A review that a minister has called for is not a statute that has passed, and this page does not describe it as one.

Licensing

The Commission states its own function plainly: "Gaming commission of Ghana is responsible for issuing licenses to all gaming operators and permits to companies and individuals that wish run promotions with elements of game of chance." Its FAQ sets the threshold requirement — "A person must have a limited liability company and must be licensed by the Commission." — and names conditions including an identifiable office, a service mark logo registered with the registrar of companies and whole or partial Ghanaian ownership. On timing it states that "In accordance with Section 16 of the Gaming Act, the Commission shall grant a license within twelve months after the receipt of the application, if it is satisfied that all conditions have been met and license fee has been paid."

Supervision continues after licensing. The Commission states that "To ensure full compliance with the gaming law and regulations, inspections are carried out continuously.", covering the suitability of gaming premises, safety and security requirements, gaming employees' licences, compliance with gaming devices, minimum bankroll requirements and casino internal control procedures. On the revenue side, it "generates revenue from fees and charges levied on casinos, sports bets, route operators and promotions".

Taxation

The most repeated fact about Ghanaian gambling in older writing is the 10 per cent withholding tax on winnings, and it has been abolished. The Ministry of Finance recorded on 27 March 2025 that "Additionally, the Income Tax (Amendment) Bill, 2025 introduces substantial tax relief measures, including the abolition of the 10% withholding tax on bet winnings and gaming, as well as the removal of the 1.5% withholding tax on unprocessed gold from small-scale miners." and listed it among the measures Parliament approved: "Income Tax (Amendment) Bill, 2025 – Abolishes the 10% withholding tax on bet winnings and gaming, as well as the 1.5% withholding tax on unprocessed gold from small-scale miners."

Checking a Site, and Player Protection

The Commission's own advice to players is to verify before playing. It tells readers to "Know who you are Betting with." and that "Always make sure you bet with a licenced gaming operator.", adding that "The Gaming Commission of Ghana is committed to protecting you from unlicensed and malicious entities posing as legitimate operators." Its FAQ gives the method: "Kindly check from the Commission's website on the list of licensed operators." That register, not a brand's own claim, is the test. You can read it yourself at www.gamingcommission.gov.gh/licensed-operators.

Its responsible gaming guidance covers setting budget and time limits, noting that "There are tools available on many slot machines, mobile and internet gambling sites to help you monitor your play", stopping when play is no longer enjoyable, taking frequent breaks, and knowing how the games work before wagering. The Commission also runs public-awareness work: it "has officially launched the 2025 Gaming Awareness Month with a strong call to safeguard young people from the dangers of betting and gaming addiction...", and it has a Mental Health Committee which has met with a member of Parliament on gaming addiction.

No Ghanaian problem-gambling helpline number appears on this page, because none is published on the Commission's site or on any other Ghanaian government page.

FAQ

Ghana Online Casino FAQs

Is Online Casino Play Licensed in Ghana?
Yes. The Gaming Commission of Ghana publishes a register of licensed operators whose columns are trade name, operation type, date issued, expiry date and location, and "Online Casino" is one of the operation types on it. When the register was read on 11 October 2026 it carried twenty Online Casino entries, every licence running from 1 January 2026 to 31 December 2026, alongside separate entries for Casino, Sports Betting, Online Sports Betting, Remote Interactive Games and combined online and land-based sports betting.
Who Is the Regulator?
The Gaming Commission of Ghana, which describes itself as "a body corporate established by the Gaming Act 2006, Act 721 with the main purpose of Regulating, Controlling, Monitoring and Supervising the operations of Games of Chance in the country". Its stated mission is "To provide sound regulatory measures that promote public interest, safety and industry efficiency." It is supervised at ministerial level by the Minister of the Interior, and it operates zonal offices including Kasoa, Kumasi, Tamale, Agona Swedru, Sefwi Wiawso, Ho and Asante Bekwai.
Has the Commission Been Replaced by a Successor Body?
No. The Commission was publishing its own news under its own name through 2026, including a September 2026 item on its 2025 evaluation by the State Interests and Governance Authority and a May 2026 item launching its 20th anniversary. The only legislative-change signal on its site is an item recording that "The Minister of the Interior, Hon. Muntaka Mohammed-Mubarak reiterated the need for a review of the legislations governing the gaming industry." A review that has been called for is not a statute that has passed, and this page does not treat it as one.
How Does Someone Get a Licence?
The Commission's FAQ states that "A person must have a limited liability company and must be licensed by the Commission." and that the conditions include an identifiable office, a service mark logo registered with the registrar of companies and whole or partial Ghanaian ownership. On timing it states that "In accordance with Section 16 of the Gaming Act, the Commission shall grant a license within twelve months after the receipt of the application, if it is satisfied that all conditions have been met and license fee has been paid."
How Is Gambling Taxed in Ghana?
The headline change is an abolition. The Ministry of Finance recorded on 27 March 2025 that "the Income Tax (Amendment) Bill, 2025 introduces substantial tax relief measures, including the abolition of the 10% withholding tax on bet winnings and gaming, as well as the removal of the 1.5% withholding tax on unprocessed gold from small-scale miners." On the operator side, the Commission states that it "generates revenue from fees and charges levied on casinos, sports bets, route operators and promotions". No current operator tax rate is printed here, because none was read at primary source.
How Do I Check That a Site Is Licensed?
Use the Commission's own register. Its FAQ tells the reader to "Kindly check from the Commission's website on the list of licensed operators." and its home page adds that "Always make sure you bet with a licenced gaming operator." and that the Commission "is committed to protecting you from unlicensed and malicious entities posing as legitimate operators". A brand being well known elsewhere is not the test; appearing on that register for the operation type in question is.
What Is the Minimum Gambling Age in Ghana?
This page does not state a sourced figure. No age appears on any Gaming Commission web page, as at 11 October 2026, and the Gaming Act 2006 is published only as a PDF. The Commission does run a Gaming Awareness Month launched "with a strong call to safeguard young people from the dangers of betting and gaming addiction", but that is not a statement of the statutory age.
Does Ghana Have a Sweepstakes Casino Category?
This page does not say, because no Ghanaian source read addresses the dual-currency sweepstakes casino model. The Commission's register does carry a 'Remote Interactive Games' operation type and it issues promotion permits, but neither is a sweepstakes casino and neither is treated here as evidence either way.

Support in Ghana

If gambling is causing you harm, there is help you can reach today. Gambling Therapy offers support to people anywhere rather than in one country, and it is reached online rather than by phone: its own site at https://www.gamblingtherapy.org/ sets out how to get in touch. Two national lines also take calls, and both are in the footer of every page here: the National Gambling Helpline, run by GamCare, on 0808 8020 133 in the United Kingdom, and the National Problem Gambling Helpline on 1-800-MY-RESET in the United States, which the National Council on Problem Gambling publishes at https://www.ncpgambling.org/help-treatment/, read on 21 October 2026. Each is a national line for its own country and may not connect from Ghana at all; Gambling Therapy is reached online and from anywhere.
