Online gambling is a licensed activity in Sri Lanka under the Gambling Regulatory Authority Act, No. 17 of 2025, which Parliament certified on 3 September 2025 and which repealed the Betting on Horse-Racing Ordinance, the Gaming Ordinance and the Casino Business (Regulation) Act, No. 17 of 2010. The Gambling Regulatory Authority operates under the Ministry of Finance, Planning and Economic Development, and the Ministry of Digital Economy states that providing or promoting online gambling services without a valid licence is an offence under section 44 of the Act. Enforcement has included blocking: on 6 August 2026 the Telecommunications Regulatory Commission of Sri Lanka blocked access to 24 websites it said were providing online gambling and betting services without licences. No public register of licensees could be read, because the Authority publishes no website.

Sri Lanka replaced its colonial-era gambling statutes in 2025. Parliament's own record states that the Speaker "endorsed the certification on the Gambling Regulatory Authority Bill in accordance with Article 79 of the Constitution" on 3 September 2025, and that "Accordingly, the Bill will come into force as the Gambling Regulatory Authority Act, No. 17 of 2025." The same record gives the long title: the Act is "to provide for the establishment of the Gambling Regulatory Authority; for the repeal of the Betting on Horse-Racing Ordinance (Chapter 44), Gaming Ordinance (Chapter 46) and the Casino Business (Regulation) Act, No. 17 of 2010; and to provide for matters connected therewith or incidental thereto."

Online activity is inside the new regime rather than outside it. Parliament records that "The proposed Authority will act as an independent regulator with a broad scope and responsibility to issue legally enforceable social responsibility codes in relation to online and offshore gaming operations on board ships and in the Port City of Colombo." The Cabinet Office puts the scope more broadly still, recording the proposal "to establish the Gambling Regulatory Authority to function as the sole independent regulator with a broad and overarching scope on operations in the gambling industry in Sri Lanka including online and off‑shore gambling activities on ships and in the Colombo Port City."

Parliament publishes the Act itself as a PDF, and no section of it is quoted here. Every statutory proposition on this page is therefore attributed to the government page that states it, with the section number that page gives, and no section of the Act is quoted directly.

The Regulator, and What Is Known About It

The Gambling Regulatory Authority has been constituted and is exercising its powers. The Ministry of Digital Economy records that a blocking action "was taken following a notification issued by the Gambling Regulatory Authority, operating under the Ministry of Finance, Planning and Economic Development, in accordance with the powers and provisions of the Gambling Regulatory Authority Act, No. 17 of 2025."

What could not be established is anything the Authority publishes itself. It has no website that could be found, and no government page read on 11 October 2026 carried a register of licensees. So this page names the regulator but lists no licensed operator, and a reader should treat any claim that a particular site holds a Sri Lankan licence as unverified until the Authority publishes a register.

Licensing and the Offence

The Ministry of Digital Economy states the licensing rule for online play directly: "Under Sections 15, 16 and 18 of the Act, any person or entity providing or promoting online gambling services in Sri Lanka without obtaining a valid licence commits an offence under Section 44 of the Act." Note the breadth of that — providing or promoting. Affiliate promotion of an unlicensed site is caught alongside operation of it.

Enforcement by Blocking

On 6 August 2026 the Ministry of Digital Economy announced that "The Telecommunications Regulatory Commission of Sri Lanka (TRCSL), operating under the Ministry of Digital Economy, has taken immediate steps to block access within Sri Lanka to 24 websites that have been unlawfully providing online gambling and betting services without obtaining the required licences." The Ministry and the Commission together "urge the public to refrain from participating in or investing money through unauthorized online gambling platforms that operate in violation of Sri Lankan law." The Ministry published the list of blocked domains on that page; several brands familiar from other markets appear on it, which is the clearest available signal that a licence elsewhere is not a licence in Sri Lanka.

Taxation

The Betting and Gaming Levy Act, No. 40 of 1988 remains the tax statute, amended most recently by the "Betting and Gaming Levy (Amendment) Act, No.25 of 2025 [Certified on 17th of December, 2025]". The Inland Revenue Department states that a person carrying on the business of a bookmaker or the business of gaming within Sri Lanka "either lawfully or unlawfully" is chargeable at the Schedule rates, and that "If such business is carried on in different places by the same person, he is required to pay the levy for each such different place."

The figures the Department publishes are: for gaming, "For every year commencing on or after April 1 , 2023 for carrying on the business of gaming including playing rudgino - Five hundred million rupees"; for a bookmaker operating through an agent or via the internet, five million rupees a year; a levy "at the rate of 15% on the gross collection of business of bookmaker or gaming is payable on monthly basis", with no liability below one million rupees of monthly gross collection; and a casino entrance levy of "US $50 or its equivalent in any other convertible foreign currency from person who is citizen of Sri Lanka."

One definitional point is worth drawing out, because it shows why the 2025 Act mattered. The levy Act's definition of "Bookmaker" expressly reaches bets received "Via internet". Its definition of gaming does not: "“Gaming” means the playing of any game for a stake, and includes the playing of baccarat, punto banco. big six, black jack, boule chemin de fer, chuch-a-luck, crown and anchor, faro, faro bank, hazard, poker dice, pontoon. American for French roulette, trend quarantine, Vingt-et-um, rudjino or wheel of fortune in any premises to which individuals have access." The mangled game names in that list — "chuch-a-luck", "American for French roulette", "trend quarantine" and "Vingt-et-um" — are the Department's own, quoted exactly as it publishes them rather than silently corrected. The tax definition of casino gaming is premises-based; the hook for online casino play is the Gambling Regulatory Authority Act.

What This Page Does Not Say

No problem-gambling helpline is printed, because none was read on an operating body's own site: the National Institute of Mental Health runs a general mental-health line, which is not a gambling service. No sweepstakes position is recorded, because no Sri Lankan source read addresses that model.

FAQ

Sri Lanka Online Casino FAQs

Is Online Casino Play Legal in Sri Lanka?
Online gambling is licensable rather than banned, but only with a licence. The Ministry of Digital Economy states that under sections 15, 16 and 18 of the Gambling Regulatory Authority Act, No. 17 of 2025, any person or entity providing or promoting online gambling services in Sri Lanka without a valid licence commits an offence under section 44. The sources speak of "online gambling and betting services" generally; none of them names an online casino licence class specifically.
Who Is the Regulator?
The Gambling Regulatory Authority, which the Ministry of Digital Economy describes as operating under the Ministry of Finance, Planning and Economic Development. Parliament's record of the Act states that it establishes the Authority and repeals the Betting on Horse-Racing Ordinance (Chapter 44), the Gaming Ordinance (Chapter 46) and the Casino Business (Regulation) Act, No. 17 of 2010.
Can I See a List of Licensed Operators?
No. The Authority publishes no website, and no register of licensees appeared on any Sri Lankan government page, as at 11 October 2026. That is why no operator is listed here for Sri Lanka.
Are Unlicensed Sites Blocked?
Yes. On 6 August 2026 the Ministry of Digital Economy announced that the Telecommunications Regulatory Commission of Sri Lanka had blocked access within Sri Lanka to 24 websites that had been providing online gambling and betting services without the required licences, following a notification from the Gambling Regulatory Authority. The Ministry and the Commission also urged the public "to refrain from participating in or investing money through unauthorized online gambling platforms that operate in violation of Sri Lankan law".
How Is Gambling Taxed in Sri Lanka?
Under the Betting and Gaming Levy Act, No. 40 of 1988, as amended most recently by Act No. 25 of 2025, a person carrying on the business of a bookmaker or the business of gaming in Sri Lanka "either lawfully or unlawfully" is chargeable. The Inland Revenue Department states an annual levy for gaming of five hundred million rupees for each year commencing on or after 1 April 2023, an annual levy of five million rupees where a bookmaker's business is carried on through an agent or via the internet, a levy of 15 per cent on gross collection payable monthly, and a casino entrance levy of US$50 or equivalent from a Sri Lankan citizen.
Does the Levy Act Reach Online Casino Play?
Not on its own definitions. The Inland Revenue Department's page defines "Bookmaker" to include a person who receives or negotiates bets "Via internet", but defines "Gaming" as the playing of a listed game for a stake "in any premises to which individuals have access". The levy definition of gaming is therefore tied to premises, and the hook for online casino play is the Gambling Regulatory Authority Act rather than the levy Act.
What Is the Minimum Gambling Age?
This page does not state one, because no Sri Lankan primary source read gives it. The Gambling Regulatory Authority Act is published as a PDF, and the Authority publishes no website.
Does Sri Lanka Have a Sweepstakes Casino Category?
This page does not say, because no Sri Lankan source read addresses the dual-currency sweepstakes casino model.

Support in Sri Lanka

If gambling is causing you harm, there is help you can reach today. Gambling Therapy offers support to people anywhere rather than in one country, and it is reached online rather than by phone: its own site at https://www.gamblingtherapy.org/ sets out how to get in touch. Two national lines also take calls, and both are in the footer of every page here: the National Gambling Helpline, run by GamCare, on 0808 8020 133 in the United Kingdom, and the National Problem Gambling Helpline on 1-800-MY-RESET in the United States, which the National Council on Problem Gambling publishes at https://www.ncpgambling.org/help-treatment/, read on 21 October 2026. Each is a national line for its own country and may not connect from Sri Lanka at all; Gambling Therapy is reached online and from anywhere.
