The Legal Position

Online casino play is licensed in Nigeria, but by states rather than by the federal government. The Lagos State Lotteries and Gaming Authority (LSLGA) publishes a register of licensed operators "grouped by licence category — online sports betting, online casino, public online lottery, hotel and standalone casino, pools betting, gaming machines, scratch cards, other games and business-to-business suppliers", and the register's first section is headed "ONLINE SPORTS BETTING/ONLINE CASINO" with named licensees and licence expiry dates. It is published at lslga.org/…/list-of-licenced-operators-by-lagos-state-lotteries-an…. The authority is blunt about what the licence is for: "Operating without an LSLGA licence is illegal in Lagos State."

Why the State, Not the Federation

This changed recently and decisively. On 22 November 2024 the Supreme Court of Nigeria decided suit No. SC/1/2008, Attorney General of Lagos State & Ors. vs. Attorney General of the Federation & Ors. The Federation of State Gaming Regulators of Nigeria, writing on the Lagos authority's own site, records that the Court "emphatically declared that lottery and gaming are not matters listed in either the Exclusive or Concurrent Legislative Lists of the 1999 Constitution (as amended)" and are instead "items within the Residual Matters, meaning only State Governments have the Constitutional authority to legislate and regulate such activities within their territories". The same account records that the Court nullified the National Lottery Act and restrained federal agencies from regulating gaming within the states, "except within the Federal Capital Territory".

An attempt to re-centralise followed. The Central Gaming Bill 2025 proposed a Central Gaming Commission "to oversee, regulate and administer the operation of online and remote gaming activities in Nigeria", and cleared Third Reading in the National Assembly over the objection of a federation representing twenty-four state governments. The Lagos authority subsequently published commentary headed "THE CENTRAL GAMING BILL" noting the President's decision to decline assent to it. Anyone citing a Nigerian federal online gaming licence should check which instrument they are relying on.

Licensing in Practice

In Lagos, a prospective licensee must incorporate a limited liability company with the Corporate Affairs Commission carrying minimum share capital of twenty million naira, and a foreign-owned company must either place at least 15% of shares with Nigerians or lodge a bank guarantee or surety bond with a recognised Nigerian financial institution. The authority publishes separate requirement documents for online sporting betting, public online lottery, Category A hotel casino, Category B stand-alone casino, business-to-business suppliers and other categories, and it publishes lists of illegal and unlicensed operators alongside the licensed register.

In the United States the National Problem Gambling Helpline is on 1-800-MY-RESET, which the National Council on Problem Gambling publishes at https://www.ncpgambling.org/help-treatment/ under both "Call." and "Text."; its third route, "Chat.", is an online chat rather than the number.

Each is a national line for its own country and may not connect from Nigeria at all; Gambling Therapy, above, is the one route here that is not tied to a single country.
