Not trackedNorth Dakota does not license online casino play, and the state agency responsible for gaming says so plainly. The Gaming division of the Attorney General's office states that state law prohibits online gaming in North Dakota, with a single exemption allowing state-licensed charitable gaming organisations to offer online raffles through a licensed North Dakota distributor. The division's own licensing remit is charitable gaming; it also enforces the tribal-state compacts under which North Dakota's tribes conduct gaming at casinos on tribal land, and it inspects those casinos. A compact is not a state online casino licence. The North Dakota Lottery administers the state lottery separately.
North Dakota's Gaming Regulator Says Online Gaming Is Prohibited
North Dakota is one of the states where a reader does not have to infer the position from a general gambling statute. The Gaming division of the Attorney General's office writes, under the heading Online Gaming: “State law prohibits online gaming in North Dakota. An exemption exists for state-licensed charitable gaming organizations to provide online raffles, provided the system is through a licensed distributor in North Dakota.”
That is a prohibition with exactly one stated exception, and the exception is a charitable raffle run through a licensed in-state distributor. An online casino is neither a raffle nor a charitable gaming organisation, so it sits inside the prohibition. No online casino is licensed in North Dakota, and this site does not point readers at operators that are not licensed where they are.
What the Division Does License, and What It Only Oversees
The division describes its own licensing work as charitable gaming: “The Gaming division regulates, enforces and administers charitable gaming in North Dakota, performs audits and investigations of gaming organizations; reviews gaming tax returns, administrative complaints, and provides training for charitable gaming organizations.” It has a second, different role in relation to tribal casinos: “The Gaming division also enforces the tribal-state gaming compacts, which authorize the state’s Native American tribes to conduct gaming at casinos on tribal land.” and “The division conducts random inspections at the state’s five Indian Casinos to ensure game integrity and compliance with wager limits and prize payout ratios.”
Those two roles should not be run together. Enforcing a compact and inspecting a tribal casino is not licensing it, and a tribal-state compact is not a state licence to run an online casino. Nothing on this page describes tribal gaming.
The state lottery sits elsewhere again: “The North Dakota Lottery is responsible for administering, regulating, enforcing, and promoting the state’s lottery.”
No Sourced Position on Sweepstakes Casinos
North Dakota has published no statute, rule, court decision or agency statement that this research could find addressing sweepstakes or dual-currency casinos, so this page records no sweepstakes status rather than inferring one from the real-money position. The division's statement quoted above is about online gaming and names only the charitable raffle exception; it does not say how a dual-currency prize product would be treated, and this page will not decide that on the division's behalf.
Sweepstakes casinos and real-money casinos are separate products with separate rules, and neither is presented here as a licensed version of the other.
Why No Casinos Are Listed for North Dakota
Real-money online casino play is prohibited in North Dakota, so no casinos are listed here.

Support in North Dakota
The National Problem Gambling Helpline™ is operated by the National Council on Problem Gambling and can be reached on 1-800-MY-RESET by call or text, or by chat at 1800myreset.org. The NCPG publishes 1-800-MY-RESET as the national number on its own pages, and that is the number recorded here because it is the one the helpline operator itself publishes. Older state and industry materials sometimes print a different national number, so more than one is in circulation; where a state body publishes its own helpline, that number is shown alongside this one.
