California licenses no online casino. Penal Code 330 makes it a misdemeanour to conduct, play or bet at roulette, twenty-one or any banking or percentage game played with cards, dice or any device for money, Penal Code 330b covers slot machines and devices, and Penal Code 337j makes exposing a controlled game for play without the required licences unlawful. Online sweepstakes games are separately prohibited: Penal Code 337o, added by Assembly Bill 831 in 2025, makes it unlawful to operate, conduct or offer an online sweepstakes game in the state and to support one as a payment processor, geolocation provider, content supplier, platform or media affiliate. The state gambling regulator is the California Gambling Control Commission, which licenses cardrooms and has compact responsibilities for tribal casinos; the Department of Justice's Bureau of Gambling Control investigates and enforces. California also licenses no online sports betting.

California Licenses No Online Casino

California has no online casino licence to apply for, and the position is not one of statutory silence. Penal Code 330 provides that "Every person who deals, plays, or carries on, opens, or causes to be opened, or who conducts, either as owner or employee, whether for hire or not, any game of faro, monte, roulette, lansquenet, rouge et noire, rondo, tan, fan-tan, seven-and-a-half, twenty-one, hokey-pokey, or any banking or percentage game played with cards, dice, or any device, for money, checks, credit, or other representative of value, and every person who plays or bets at or against any of those prohibited games, is guilty of a misdemeanor, and shall be punishable by a fine not less than one hundred dollars ($100) nor more than one thousand dollars ($1,000), or by imprisonment in the county jail not exceeding six months, or by both the fine and imprisonment." Slot machines are covered separately, and the section reaches anyone who permits their operation in a place that person controls.

Where a game is not prohibited outright it is a controlled game, and a controlled game needs licences. Penal Code 337j makes it unlawful, without having first procured and maintained all required licences, "(1) To deal, operate, carry on, conduct, maintain, or expose for play in this state any controlled game." The licences that exist under the Gambling Control Act are for physical gambling establishments, so there is no route by which an online casino could be licensed in California. This site does not point readers at operators that are not licensed where they are.

Online Sweepstakes Games Are Unlawful Under Penal Code 337o

California legislated specifically on the sweepstakes casino model in 2025. Assembly Bill 831 was "An act to amend Section 17539.1 of the Business and Professions Code, and to add Section 337o to the Penal Code, relating to gambling." and was "Approved by Governor October 11, 2025. Filed with Secretary of State October 11, 2025." The new section reads: "(a) It is unlawful for any person or entity to operate, conduct, or offer an online sweepstakes game in this state."

The prohibition also reaches the supply chain: "(b) It is unlawful for any entity, financial institution, payment processor, geolocation provider, gaming content supplier, platform provider, or media affiliate to knowingly and willfully support directly or indirectly the operation, conduct, or promotion of an online sweepstakes game within this state." What counts is defined by structure rather than by label — a game available on the internet that "(B) Utilizes a dual-currency system of payment that allows a person to play or participate with direct consideration or indirect consideration, and for which the person playing or participating may become eligible for a prize, award, cash, or cash equivalents or a chance to win a prize, award, cash, or cash equivalents." and that simulates gambling and awards cash or cash equivalents. The section preserves ordinary marketing promotions: it "does not make unlawful game promotions or sweepstakes conducted by for-profit commercial entities on a limited and occasional basis as an advertising and marketing tool that are incidental to substantial bona fide sales of consumer products or services and that are not intended to provide a vehicle for the establishment of ongoing gambling or gaming." Sweepstakes casinos and real-money casinos are separate products and neither is presented here as a licensed version of the other.

Cardrooms and Tribal Casinos Are Not Online Licences

California's legal gambling is physical. The Commission's own account of what it licenses is that "There are 78 cardrooms currently licensed by the Commission." and "There are currently 65 Tribal casinos open and operated by 62 Tribes." Tribal casino gaming rests on a different legal footing again, as the Attorney General's own Bureau page explains: "In March 2000, the voters of California passed Proposition 1A which amended the California Constitution to permit Class III (casino-style) gaming on Indian land, provided that such activities are authorized by a tribal ordinance and conducted in conformity with a gaming compact entered into between the Tribe and the State." A tribal-state compact is an agreement about gaming on Indian land. It is not a state online casino licence, and the two should not be read as the same thing.

Online Sports Betting Is Not Licensed Either

California belongs to the smaller group of states that license neither online casino play nor online sports betting, which is worth stating plainly because many states have licensed the second while making no provision at all for the first. Accepting wagers on contests is an offence in its own right under Penal Code 337a, which lists among the offences "(1) Pool selling or bookmaking, with or without writing, at any time or place." The Gambling Control Act contains no sports wagering licence, and the Commission's remit is cardrooms, third-party providers of proposition player services and compact responsibilities for tribal casinos.

Who Regulates, and the Minimum Age

Two bodies share the work. The Gambling Control Act provides that "(b) Jurisdiction, including jurisdiction over operation and concentration, and supervision over gambling establishments in this state and over all persons or things having to do with the operations of gambling establishments is vested in the commission.", and the Attorney General's Bureau page describes the division of labour: "The Gambling Control Act (Business and Professions Code section 19800 et seq.) created a comprehensive scheme for statewide regulation of legal gambling under a bifurcated system of administration involving the Division of Gambling Control within the Attorney General's Office and the five-member California Gambling Control Commission appointed by the governor." The Commission states its own purpose as follows: "The mission of the California Gambling Control Commission is to protect the public by ensuring integrity and justice in California's controlled gambling industry through effective regulations and fair application of the law."

The minimum age attaches to licensed premises: "(a) A person under 21 years of age is not permitted to enter upon the premises of a licensed gambling establishment, or any part thereof, except for the following areas:". That is the age for lawful gambling at a California cardroom, not an age at which online casino play becomes available, because none is licensed.

Sweepstakes Availability in California

Sweepstakes casinos play for prizes under sweepstakes law rather than taking wagers, so their availability is a different question from whether California licenses real-money casino play.

Support in California

The National Problem Gambling Helpline™ is operated by the National Council on Problem Gambling and can be reached on 1-800-MY-RESET by call or text. The NCPG publishes 1-800-MY-RESET as the national number on its own pages, and that is the number recorded here because it is the one the helpline operator itself publishes. Older state and industry materials sometimes print a different national number, so more than one is in circulation; where a state body publishes its own helpline, that number is shown alongside this one. The helpline offers call, text and chat services 24/7/365 and its network covers all 50 states and the U.S. territories.
