Illinois does not allow online casino play. The Illinois Gaming Board states that Illinois law strictly limits legal gambling to licensed riverboat casinos, land-based casinos holding an owners licence, racetracks with organization gaming licences, sportsbooks licensed under the Sports Wagering Act and video gaming licensees under the Video Gaming Act, and that Illinois law further prohibits the operation of internet sites that allow gambling. The criminal statute behind that is 720 ILCS 5/28-1(a)(12), under which a person commits gambling by knowingly establishing, maintaining or operating an Internet site that permits a person to play a game of chance or skill for money. Online sports betting is licensed in Illinois; online casino is not, and the Sports Wagering Act licence does not extend to casino games. Sweepstakes casinos are covered by the same enforcement: the Board, with the Illinois Attorney General's office, has issued more than 60 cease-and-desist letters to entities it believes are running illegal online casino or online sweepstakes gaming platforms in the state.

Illinois licenses online sports betting. It does not license online casino play, and its regulator says so in terms. Anyone who has seen Illinois on a list of states with legal online gambling is looking at a sports-betting entry.

What Illinois Allows

The Illinois Gaming Board sets out the boundary on its own cease-and-desist page. Illinois law strictly limits legal gambling to licensed riverboat casinos, land-based casinos holding an owners license, racetracks with organizational gaming licenses, sportsbooks licensed under the Sports Wagering Act, and video gaming licensees under the Video Gaming Act. The next sentence is the one that settles this page: Illinois law further prohibits the operation of internet sites that allow gambling.

The Board administers the Illinois Gambling Act, 230 ILCS 10, and publishes the Act and its adopted rules on its own site. Nothing in the list of licensable categories is an online casino licence, and the legislature has not created one.

The Criminal Statute

The prohibition is in the Criminal Code of 2012, at 720 ILCS 5/28-1. A person commits gambling when he or she knowingly establishes, maintains, or operates an Internet site that permits a person to play a game of chance or skill for money or other thing of value by means of the Internet, or to make a wager upon the result of any game, contest, political nomination, appointment, or election by means of the Internet. The same section also makes it gambling to knowingly play a game of chance or skill for money or other thing of value, unless one of the exceptions in subsection (b) applies.

Enforcement Against Unlicensed and Sweepstakes Sites

Illinois acts on this, and it acts on both models at once. The Illinois Gaming Board states that, in coordination with the Office of the Illinois Attorney General, it has issued more than 60 cease-and-desist letters to entities believed to be operating illegal online casino and/or online sweepstakes gaming platforms in Illinois. The letters notify recipients that the Board has reason to believe they are offering games of chance over the internet that award money or other things of value without the required licensure, in violation of Illinois criminal law. The Board publishes the list of recipients.

Illinois has no statute that names sweepstakes casinos as a licensable or prohibited category of their own. The position recorded on this page therefore rests on the general gambling offence and on the Board's enforcement of it, rather than on a sweepstakes-specific ban. A sweepstakes casino is not a licensed real-money casino, and the two are never presented here as alternatives to each other. Where a sweepstakes operator's availability in a particular state is known, this site tracks it as data, with a source URL and a verification date, rather than writing it into prose that will go out of date.

This site does not name or recommend offshore or unlicensed operators in any market, and Illinois publishes the names of the ones it has told to stop.

Responsible Gambling

Illinois runs its programme through the Department of Human Services, Division of Behavioral Health and Recovery. The Department's own page tells anyone who or whose acquaintance has a gambling problem to call 1-800-GAMBLER or text "ILGAMB" to 833234, and points to its Are You Really Winning? campaign for information on problem gambling. The Illinois Gaming Board's resources page lists the same number, as the National Problem Gambling Helpline, 1-800-GAMBLER (1-800-426-2537).

The Board also runs two separate mechanisms that are easy to confuse. The Self-Exclusion Program is the formal exclusion route. The Problem Gambling Registry, established in February 2018, is a voluntary and confidential list for video gaming whose members receive regular emails with links to prevention and treatment resources; enrolling in it is not the same as enrolling in the Self-Exclusion Program, and both Illinois and out-of-state residents may enrol.

One discrepancy is recorded rather than resolved. The National Council on Problem Gambling brands the national helpline 1-800-MY-RESET on its own pages, while Illinois's regulator and health department still print 1-800-GAMBLER. Both are published by the bodies that run the services.

Why No Casinos Are Listed for Illinois

Real-money online casino play is prohibited in Illinois, so no casinos are listed here.

Sweepstakes Availability in Illinois

Sweepstakes casinos play for prizes under sweepstakes law rather than taking wagers, so their availability is a different question from whether Illinois licenses real-money casino play.

Status in ILProhibited

No sweepstakes casino has had its availability in Illinois recorded yet. Availability is stored per site and per state with a source and a date, so nothing appears here until it has been checked.

FAQ

Illinois Online Casino FAQs

Is Online Casino Play Legal in Illinois?
No. The Illinois Gaming Board states that Illinois law prohibits the operation of internet sites that allow gambling, and that Illinois law strictly limits legal gambling to licensed riverboat casinos, land-based casinos holding an owners licence, racetracks with organization gaming licences, sportsbooks licensed under the Sports Wagering Act and video gaming licensees under the Video Gaming Act. Online casino is not on that list.
But Illinois Has Online Sports Betting — Isn't That the Same Thing?
No, and this is the distinction that matters most here. Sportsbooks licensed under the Sports Wagering Act are one of the categories of legal gambling the Board lists. An online casino is not, and the Board's own page says Illinois law further prohibits the operation of internet sites that allow gambling. A licensed Illinois sportsbook brand running an online casino in another state does not make that casino lawful for a player in Illinois.
Which Law Makes Online Casinos Illegal in Illinois?
720 ILCS 5/28-1. A person commits gambling when he or she knowingly establishes, maintains, or operates an Internet site that permits a person to play a game of chance or skill for money or other thing of value by means of the Internet, or to make a wager upon the result of any game, contest, political nomination, appointment or election by means of the Internet. A person also commits gambling by knowingly playing a game of chance or skill for money, unless an exception in subsection (b) applies.
Who Regulates Gambling in Illinois?
The Illinois Gaming Board. It administers the Illinois Gambling Act, 230 ILCS 10, publishes the Act and its adopted rules, and licenses casino gambling, video gaming and sports wagering. It acts against unlicensed online operators in coordination with the Office of the Illinois Attorney General.
Are Sweepstakes Casinos Legal in Illinois?
No. The Illinois Gaming Board states that it has issued, with the Illinois Attorney General's office, more than 60 cease-and-desist letters to entities believed to be operating illegal online casino and/or online sweepstakes gaming platforms in Illinois, and that the letters notify recipients the Board has reason to believe they are offering games of chance over the internet that award money or other things of value without the required licensure, in violation of Illinois criminal law. Illinois has no statute naming sweepstakes casinos as a category; the position rests on the general gambling offence and on that enforcement. A sweepstakes casino is in any case not a licensed real-money casino.
Can Illinois Players Legally Use an Offshore Online Casino?
This site does not point readers at offshore or unlicensed operators in any market. In Illinois the Gaming Board publishes the names of the entities it has told to stop, and describes what they are doing as a violation of Illinois criminal law.
Where Can Illinois Players Get Help With Problem Gambling?
The Illinois Department of Human Services tells anyone with a gambling problem to call 1-800-GAMBLER or text "ILGAMB" to 833234, and runs the Are You Really Winning? campaign. The Illinois Gaming Board lists the same number on its resources page and operates both a Self-Exclusion Program and a voluntary Problem Gambling Registry for video gaming. Separately, the National Council on Problem Gambling brands the national helpline 1-800-MY-RESET.

Support in Illinois

Illinois runs its programme through the Department of Human Services. The Department's own problem gambling page tells anyone with a gambling problem to call 1-800-GAMBLER or text "ILGAMB" to 833234, and points to its Are You Really Winning? campaign for more information. The Illinois Gaming Board's resources page lists the same number as the National Problem Gambling Helpline, 1-800-GAMBLER (1-800-426-2537), alongside Gamblers Anonymous and Gam-Anon contacts, and the Board also runs a voluntary, confidential Problem Gambling Registry for video gaming as well as a separate Self-Exclusion Program. The National Council on Problem Gambling, meanwhile, brands the national helpline 1-800-MY-RESET on its own pages, so two numbers are in circulation for what state bodies call the national helpline; this site records that rather than choosing between them.
