Online Casinos in Macau

Not trackedMacau licenses six casino concessions and no online casino. Its gaming law reserves the right to run casino games of chance to the territory itself, requires a prior concession of anyone else that operates games of chance, and provides that games of chance may be operated only in casinos — premises the Chief Executive has authorised. The law also has a category for internet play, and bars the casino concessionaires from it. Entry to the casinos is barred under 21; there is no online minimum age here, because there is no licensed online casino.
The Legal Position
The statute to start with is Lei n.º 16/2001, the "Regime jurídico da exploração de jogos de fortuna ou azar em casino". It was amended by Lei n.º 7/2022 and republished in full by Despacho do Chefe do Executivo n.º 121/2022, and it is that consolidated text — published by the Direcção de Inspecção e Coordenação de Jogos, the gaming regulator, on its own site — that we read.
Its first article sets the frame: "A presente lei define o regime jurídico da exploração de jogos de fortuna ou azar em casino na Região Administrativa Especial de Macau." And its third article is the one that decides what a reader wants to know. Article 3(1): "O direito à exploração de jogos de fortuna ou azar em casino é reservado à Região Administrativa Especial de Macau, sujeitando-se a concessão prévia as demais entidades que explorem jogos de fortuna ou azar" — the right to run casino games of chance is reserved to Macau itself, and any other entity that operates games of chance is subject to a prior concession. Article 3(2) is shorter: "Os jogos de fortuna ou azar só podem ser explorados em casinos", subject only to the exceptions in Article 5(4).
Those two sentences are a prohibition rather than a silence, and three more provisions close it. "Casinos" are defined as "os locais e recintos autorizados pelo Chefe do Executivo para a exploração da actividade de jogos de fortuna ou azar" — physical places and premises the Chief Executive authorises. Article 5(4)'s exceptions are a closed and concrete pair: games aboard a ship or aircraft registered in Macau while outside the territory on tourist routes, and coin- or token-paying machines in the duty-free departures area of Macau International Airport. And Article 1(3) records where the penalties live: "Lei especial criminaliza o jogo ilícito" — a special law criminalises illicit gambling.
Interactive Games Are in the Law, and Nobody Is Licensed for Them
Macau's law carries a category for internet play, and it is narrower than the phrase suggests. The consolidation we read does not mark which provisions date from when, so we date the category no more precisely than to the law it belongs to. Among the definitions is "Jogos interactivos", and it takes three cumulative conditions, the last of them joined to the others in the text by "; e". A prize in money or other value is offered or can be won; "um jogador entra ou participa no jogo através de meios de telecomunicação, nomeadamente através de telefones, telefaxes, acesso via «internet», redes de dados, transmissão de sinais de vídeo ou de dados digitais, e para tal faz, ou concorda em fazer, pagamentos em dinheiro ou em qualquer outro valor"; and — the limb that does the narrowing — "O jogo é igualmente oferecido ou aprovado como jogo de fortuna ou azar ou como jogo de máquina eléctrico ou mecânico, nos casinos de Macau". So an interactive game, in this law, is the remote form of a game already offered or approved in Macau's casinos. It is not a general definition of online gambling.
Article 4 then does two things. First: "As concessionárias da exploração de jogos de fortuna ou azar em casino não podem explorar nenhum jogo interactivo." The companies that hold Macau's casino concessions may not operate any interactive game at all. Second: "As concessões para a exploração de jogos de fortuna ou azar interactivos são autónomas em relação às concessões para a exploração de jogos de fortuna ou azar em casino." A concession for interactive gaming would be its own grant, separate from a casino concession.
Put the two together and the position is this. A game that is the online form of a Macau casino game is an interactive game, and the six concessionaires are barred from it while no interactive concession appears in the regulator's legislation record. A game that is not the online form of a Macau casino game falls outside that category — and straight into Article 3, whose first limb reserves casino games of chance to the territory and whose second subjects any other entity operating games of chance to a prior concession, and confines operation to authorised premises. Either way, there is no lawful route to offering online casino games in Macau.
The regulator's own record corroborates it. DICJ's legislation index for games of fortune or chance lists the 2001 regime and its 2022 amendment, the 2022 law on the activity of concessionaires and gaming promoters with the administrative regulation under it, a 2024 law on credit for casino gaming, a 2012 law conditioning entry to casinos, and the six despachos of 2022 that awarded the concessions — to MGM Grand Paradise, Galaxy Casino, Venetian Macau, Melco Resorts (Macau), Wynn Resorts (Macau) and SJM Resorts, each one "para a exploração de jogos de fortuna ou azar em casino". Six is the statutory maximum: "É de seis o número máximo de concessões para a exploração de jogos de fortuna ou azar em casino". No interactive-gaming concession, law or regulation appears in that index.
One limit worth being exact about. What we have established is that nobody may lawfully offer online casino games in Macau. We are not telling you that a player commits an offence: Article 1(3) says a special law criminalises illicit gambling, and we could not read that law — we could not reach the Boletim Oficial's document host from any path, and it does not appear in the legislation index DICJ publishes.
Who Regulates It
One body, and it describes itself in a single sentence. DICJ is "o serviço público da Região Administrativa Especial de Macau ... responsável pela colaboração na definição da política do sector do jogo, pela execução da respectiva política, bem como pela regulação, fiscalização e coordenação da exploração e das actividades de jogo" — the public service responsible for helping define gaming policy, carrying it out, and regulating, inspecting and coordinating gaming operations and activities.
A word on how we read Macau's law, because the regulator asks for it. DICJ publishes copies of the legislation and attaches a caution: "Caso exista neste "site" alguma legislação, essa só pode servir como referência. A versão oficial deve ser consultada através do Boletim Oficial da Região Administrativa de Macau." The official version is the gazette. We quote DICJ's copies because we could not reach the gazette's document host from any path, and we would rather say so than imply we read the gazette.
What Is Available to a Player in Macau
No licensed online casino, and we list no operator here. We list an operator only where our own records place one in a market, and no interactive-gaming concession appears in the regulator's own legislation record.
What Macau does have is the land-based industry: six concessions, awarded in 2022, operated in premises the Chief Executive has authorised.
Age, Exclusion and Getting Help
The number to know is 21, and it belongs to a building rather than a website. Lei n.º 10/2012 is titled "Condicionamento da entrada, do trabalho e do jogo nos casinos", and its Article 2 provides that "A entrada nos casinos é interdita a: 1) Pessoas que não tenham completado 21 anos de idade" — entry to the casinos is barred to anyone who has not turned 21. The same law restricts working inside a casino to people who have turned 21, with a narrow exception the DICJ director may authorise where someone's special technical preparation makes their involvement necessary. All of it is a rule about entering premises, and we are not going to borrow it to describe an online minimum age that does not exist here.
On exclusion, DICJ runs a scheme and publishes its mechanics. It operates the scheme its own page heads “Auto-Exclusão" e "Exclusão a pedido de terceiro" — self-exclusion and exclusion at a third party's request — with application forms, published guidance and procedures, extension and revocation of an exclusion, places to collect the forms, self-service application points and online appointment booking. Like the age, it is addressed to the casinos.

Support in Macau
If gambling is causing you harm, there is help you can reach today. We could not confirm a gambling helpline published by a Macau public body.
- What Macau's gaming regulator does publish is an exclusion scheme for its casinos: the Direcção de Inspecção e Coordenação de Jogos operates self-exclusion and exclusion at a third party's request, with forms, published procedures, self-service application points and online appointment booking, at https://www.dicj.gov.mo/web/pt/responsible/isolation/index.html. That is an exclusion route rather than someone to talk to, so the services below are ones you can reach from anywhere.
- Gambling Therapy offers support to people anywhere rather than in one country, and it is reached online rather than by phone: its own site at https://www.gamblingtherapy.org/ sets out how to get in touch.
- Two national lines also take calls, and both are in the footer of every page here: the National Gambling Helpline, run by GamCare, on 0808 8020 133 in the United Kingdom, and the National Problem Gambling Helpline on 1-800-MY-RESET in the United States, which the National Council on Problem Gambling publishes at https://www.ncpgambling.org/help-treatment/, read on 21 October 2026.
Each is a national line for its own country and may not connect from Macau at all; Gambling Therapy is reached online and from anywhere.
