Peru authorises online casino play, and it does so under a law of its own rather than by extending the rules for casino halls. Ley 31557 regulates "la explotación de los juegos a distancia y apuestas deportivas a distancia" and was published on 13 August 2022. The authority is MINCETUR, which the Act makes "la autoridad administrativa a nivel nacional que regula, autoriza, revoca, fiscaliza y sanciona" remote gaming. Operators need an authorisation, minors are prohibited from taking part, and MINCETUR can require web addresses, sites, apps and payment methods to be blocked.

Peru's remote gaming law is its own statute, not an extension of the one for casino halls. Congress publishes a consolidated text of Ley 31557 that carries its later amendments, and the first line of that document records when it arrived: "PUBLICADA EL 13 DE AGOSTO DE 2022 EN EL DIARIO OFICIAL EL PERUANO". Its title is "Ley que regula la explotación de los juegos a distancia y apuestas deportivas a distancia" — the law regulating the exploitation of remote games and remote sports betting — and Article 1 says it creates the tax on those activities, designates the competent authority, and sets the infringements and sanctions, all "dentro del marco de los controles y política del juego responsable y protección a los menores de edad y personas excluidas de participar en los juegos objeto de regulación".

The purposes in Article 2 are worth reading because they tell you what the law is for. It aims to guarantee that remote gaming "se conduzca con integridad, honestidad, transparencia y trato igualitario"; to protect vulnerable groups "mediante controles de acceso de menores de edad y ejecución de políticas de juego responsable destinadas a prevenir el desarrollo de conductas adictivas"; and to stop the sector being used for money laundering or terrorist financing.

The regulation beneath the Act is identified, and it is changing. MINCETUR's own record of Resolución Ministerial 382-2026-MINCETUR refers to "el Reglamento de la Ley N° 31557 … aprobado por Decreto Supremo N° 005-2023-MINCETUR", so that is the decree that approved it. We could not reach a primary publication of the decree itself, so this page gives the number and no date. The same Resolución, dated 21 October 2026, carries the sumilla "Disponen la publicación del proyecto de Decreto Supremo que modifica el Reglamento" and opens it for comment — so the rules under the Act were being amended in the weeks before this page was written, and anything you read about them, here included, should be checked against the current text.

Who Regulates It

One ministry does all of it. Article 5 is a single sentence: "El MINCETUR es la autoridad administrativa a nivel nacional que regula, autoriza, revoca, fiscaliza y sanciona la explotación de los juegos a distancia y apuestas deportivas a distancia." Regulating, authorising, revoking, inspecting and sanctioning sit with the Ministry of Foreign Trade and Tourism rather than being split between a licensing body and an enforcement one.

Article 6 lists what that lets it do, and two of the powers matter to a reader choosing where to play. MINCETUR may "expedir y revocar los actos administrativos" under the Act, and it may "requerir el bloqueo de las direcciones URL, IP, páginas WEB, aplicaciones informáticas y/o de los medios de pago a las entidades públicas o privadas competentes" — require the blocking of web addresses, sites, apps and payment methods. Article 36 repeats blocking as a corrective measure alongside closure of premises and seizure of goods.

What Is Available to a Player in Peru

Authorisation is the mechanism. Article 7 requires that legal persons constituted in Peru, and branches of foreign companies established there, "deben solicitar una autorización para la explotación de plataformas tecnológicas para los juegos a distancia o apuestas deportivas a distancia", and that legal persons constituted abroad must apply for an authorisation to operate such platforms in Peru. The Act also defines a "Procedimiento de Autorización y Registro" under which a platform, its games, its progressive systems and its payment gateways are authorised and registered together.

So the useful question for a reader is whether a given site holds one of those authorisations — and we are not going to answer it with a list. MINCETUR's own register of authorised platforms would be the place to look, and we could not reach it: the consultation path we tried returns a 404. This page therefore names no operator. What the statute establishes is the shape of the thing: platforms are authorised by MINCETUR, and MINCETUR can have unauthorised ones blocked. A list of names taken from press coverage would not be a register, and this site does not publish one.

Minors, Exclusion and the Age We Could Not Source

Article 28 lists the people prohibited from taking part in remote games and remote sports betting, and the first entry is "Menores de edad, en los que se encuentran comprendidos las niñas, niños y adolescentes" — minors, including children and adolescents. That is the rule, and it is clear. What the Act does not do is state a number, and the instrument that would supply one is Peru's civil law, which we could not reach from here. So this page prints no minimum age. If you are registering with a site, the age it states is the one to read.

The same Article does something more unusual, and it is worth knowing about. Also prohibited are "Personas inscritas en el Registro de Personas Prohibidas de Acceder a Establecimientos Destinados a la Explotación de Juegos de Casinos y Máquinas Tragamonedas", the register kept by MINCETUR's Dirección General de Juegos de Casino y Máquinas Tragamonedas. That register is a self-exclusion list for casino halls, and Article 28.5 carries it across into the remote law: a person on it is barred from the online games too.

MINCETUR describes the register in its own words, and it is free and confidential. Registration "sirve para impedir que personas con adicción a los juegos de azar y casino tengan acceso a salas de juegos o apuestas deportivas", and once a person is registered "las salas de juego y las páginas de apuestas deportivas deberán impedir su entrada o acceso" — betting websites, not only buildings. It is "gratuito, simple y reservado", it can be done by the person or by a family member, and a voluntary registration renews automatically while one made at a family's request must be renewed each year.

Support in Peru

If gambling is causing you harm, there is help you can reach today. In Peru, the Ministerio de Salud runs Línea 113 Salud, and it is important to be clear about what it is: a general health orientation line, not a gambling helpline. MINSA says it offers "información y orientación en salud gratuita las 24 horas del día", that 113 is dialled free from any landline or mobile nationwide, and that it connects you to a team of professionals in medicine, psychology, obstetrics, nursing and nutrition; option 5 on its menu is "Salud mental y psicología". It can also be reached on WhatsApp or Telegram at 955557000 or 952842623, or by email at infosalud@minsa.gob.pe. The route that is specific to gambling is MINCETUR's own register of people barred from gaming: registration is free, confidential, can be made by you or a family member, and once you are on it both gaming halls and betting websites must refuse you access.

  • Gambling Therapy offers support to people anywhere rather than in one country, and it is reached online rather than by phone: its own site at https://www.gamblingtherapy.org/ sets out how to get in touch.
  • Two national lines also take calls, and both are in the footer of every page here: the National Gambling Helpline, run by GamCare, on 0808 8020 133 in the United Kingdom, and the National Problem Gambling Helpline on 1-800-MY-RESET in the United States, which the National Council on Problem Gambling publishes at https://www.ncpgambling.org/help-treatment/, read on 21 October 2026.

Each is a national line for its own country and may not connect from Peru at all; Gambling Therapy is reached online and from anywhere.
