About OVO

What OVO Is

OVO is an Indonesian electronic money wallet used for payments, transfers and merchant purchases. Its own terms of use name PT Visionet Internasional as the issuer and describe it as a server-based electronic money issuer of a product called OVO Cash. The terms describe the OVO service as an electronic money service provided in accordance with applicable Bank Indonesia regulations governing the operation of electronic money, and state that a dispute may be taken to Bank Indonesia.

OVO's Own Terms Place Gambling Among Prohibited Acts

This is the fact that decides how the method should be described. OVO's terms of use define Abusive Acts, and the definition lists gambling alongside fraud, embezzlement, money laundering, the financing of terrorism, payments for illegal goods or services, prostitution and pornography. A separate clause requires the user to represent and warrant that the funds used for payment transactions, transfers and top-ups are from legitimate sources and are not funds originating from money laundering, the financing of terrorism, gambling, or other acts violating the laws of the Republic of Indonesia. Those are the operator's own words about its own product, and they mean OVO is not a deposit route a casino cashier can properly offer.

OVO Runs a Campaign Against Online Gambling

OVO publishes a standing programme it calls GEBUK JUDOL, which it describes as an initiative to combat online gambling activity in Indonesia, run by PT Visionet Internasional. Under it, OVO users report OVO account numbers used in gambling activity. OVO draws the distinction explicitly in its own rules: a reportable account is one used to receive betting deposits on a gambling website, not the account of a person making a deposit. OVO states that it cooperates with the Pusat Pelaporan dan Analisis Transaksi Keuangan, Indonesia's financial transaction reports and analysis centre, in reporting such accounts as suspicious financial transaction reports, and that it may coordinate with other competent authorities. The third round of the campaign is published as running from 1 October 2026 to 30 November 2026.

Online gambling is prohibited in Indonesia. A public advisory from the Ponorogo district prosecutor's office, one of Indonesia's local Kejaksaan Negeri offices, states that online gambling is a serious criminal offence carrying heavy penalties, and the Ministry of Communication and Digital Affairs has reported that it handled 4.1 million items of gambling content in Indonesia's digital space. That advisory is a local office speaking for its own district rather than a national statement from the Attorney General's Office. OCS tracks the statutes, the penalties and the dates on its country page for Indonesia rather than restating them here. The point for a payment page is narrower: a rail existing in a market is not the same as that rail being usable for gambling in it, and in OVO's case the operator says so itself.

Fees and Timings

No fee and no timing figure is given. OVO publishes promotional top-up terms that change by month and no settlement window for a merchant payment, and a figure read from a promotion would be wrong within weeks. Neither is estimated.
