About UPI

What UPI Is

Unified Payments Interface is an Indian instant-payment system. The National Payments Corporation of India describes it as a system that lets a user add multiple bank and other allowed accounts from any participating bank into a UPI app, bringing several banking features, fund routing and merchant payments together in one place. NPCI's own pages date the pilot launch to 11 April 2016, by the then Governor of the Reserve Bank of India.

Who Runs It

NPCI owns and operates the UPI platform, prescribes the rules for it, and approves the participation of issuer banks, payment service provider banks, third-party application providers and prepaid payment instrument issuers. NPCI itself sits on the Reserve Bank of India's register of payment system operators authorised to set up and operate a payment system in India under the Payment and Settlement Systems Act, 2007; that register also records that all approvals given to NPCI for international activities were transferred to its wholly owned subsidiary NPCI International Payments Limited with effect from 10 August 2020.

Where UPI Works

A UPI payment is funded from the user's Indian bank account. NPCI's international feature, UPI Global Acceptance, enables QR-code payments at select international merchant locations from those same Indian accounts. NPCI points readers to a list of enabled countries, banks and applications on its UPI members page. That list is published as a download and is not reproduced here, because it changes and a list copied into a paragraph would not be re-checked when it does.

Gambling and Betting Merchants

Neither NPCI nor the Reserve Bank of India publishes a restriction on gambling or betting merchants for UPI itself. That is an absence and not a permission, and nothing is concluded from it in either direction. NPCI's UPI circular library is addressed to member banks and a number of its entries are published only as a line telling the reader to contact their bank, so a member-facing rule on merchant categories would not be visible from outside.

One restriction on a UPI funding route is published, by a participant rather than by NPCI. One97 Communications' terms for a RuPay credit card linked to UPI state that UPI transactions through credit cards are not applicable on a list of merchant categories, and that list includes government-licensed online casinos and betting, including casino gaming chips and wagers at race tracks. That rule is written of credit cards on UPI at one provider and says nothing about UPI payments funded from a bank account.

Fees and Timings

No fee and no settlement time are given here. NPCI describes UPI as an immediate money transfer available around the clock, but no primary source states a consumer charge or a settlement window for a UPI payment to a gambling merchant, so neither is given.
